SFI congratulates the students of the SPS Dormitory/Damodar Hostel for forcing the .

administration to concede to their demand to give priority to the residents of Damodar when .

28.09.2014 .

allotments are made in the hostels in the mid-campus area. A notice dated 26 September 2014 from the Associate Dean of Students has communicated that this pressing demand that the Damodar residents have been pursuing for the last one month has finally been accepted. Those who do not wish to move out of Damodar have been given the option to stay there as well. .

The SPS Dormitory was renamed Damodar Hostel as per a decision taken by the Academic Council meeting on 25 April 2014. (The minutes of the meeting said, During the discussion, the Vice-Chancellor informed the Council that the Transit Hostel in Old CRS/SPS Building has been renamed as Damodar Hostel.) The AISA-led Union of the time had kept this hidden from the student community and staged a sham protest in May, after which it claimed that the SPS Dormitory had been converted into Damodar Hostel as a result of the protest. .

Apart from the fact of the sheer vacuity of the claim, one thing was clear from day one a building in JNU does not become a hostel just by giving it the name of .

a river. Damodar is located far from the main students residential area in the campus, does not have transportation facilities till date and is lacking in several essential facilities. Crowded rooms (class rooms had been converted into hostel rooms) without book shelves and cupboards have made students life difficult in Damodar. The improper mess facility has only served to further increase the students burdens and problems. And importantly, the students of Damodar, due to the remoteness of the building, have been completely excluded from the live campus life and the vibrant culture of discussions, debates and other activities that JNU is known for. Therefore treating it at par with the hostels of the mid-campus area has been unacceptable to most residents of Damodar. .

Precisely due to the reasons stated above, SFI has been pointing out for quite some time now that the move to consider the facility at SPS Dormitory/Damodar to be equivalent to that of a regular hostel is problematic. SPS Dorm/Damodar can only be used as a temporary accommodation facility for students who have not been allotted a regular hostel yet. At the same time, there is also the urgent need to provide proper facilities in the building. Projecting these demands, a massive signature campaign had been initiated by SFI. In a GBM held at Damodar on 21.09.2014, the demand that Damodar should NOT be treated as a regular hostel was supported by the entire student community in the Dormitory. .

The decision to give priority to Damodar residents in the new hostel allotment list is precisely the outcome of these consistent efforts by the vigilant student community of SPS Dorm/Damodar. .

Once a new hostel list comes and the current residents of the facility are shifted to the hostels in the mid-campus area, a new batch of students will be allotted Damodar. Our fight for accommodation facilities for all students and quality environment to facilitate academics have to continue unyieldingly. Any move to cover up the failure of the administration in solving the hostel crisis by propping up stop-gap arrangements like dormitories (renamed or not) as substitutes for new hostels will have to be resisted. .

The notice came on 26 September, but the JNUSU doesnt know it yet? .

The previous AISA-led JNUSU, having completely failed in putting up any genuine fight on the hostel issue, had celebrated the conversion decision without reservations. And of course, it had also claimed that the decision was .

We hope that this error is unintentional, and that it is not yet another attempt by the AISA to hoodwink the students like how it did in the SPS Dorm-renaming-into-Damodar case. .

The issues of SPS Dorm/Damodar are not isolated questions, but intimately connected with the burning issue of the acute .

lack of accommodation facilities for the students in the campus. Through sincere, unrelenting struggles, we must assert and .

uphold the principle that a hostel room in this residential campus of ours is not a privilege, but the right of each and every .

student. We must force the administration to provide decent facilities which will live up to this principle while remaining .

vigilant against opportunist outfits which are hand in glove with the administration. .

Secretary-General of ASEAN, Dr. Kao Kim Hourn, today officially launched the IAI Attachment Programme, at the ASEAN Headquarters/ASEAN Secretariat by welcoming a new batch of Attachment Officers (AOs) from Cambodia, Lao PDR, Myanmar, Viet Nam (CLMV), and Timor-Leste, for the first time. Supported by the Government of Japan through the Japan-ASEAN Integration Fund (JAIF), the programme aims to enhance the capacity of government officials from CLMV and Timor-Leste by immersing them in the work of the ASEAN Secretariat.

 

This year marked a historic milestone with the participation of Timor-Leste for the first time, reflecting ASEAN’s commitment to supporting Timor-Leste’s capacity-building as it prepares for full ASEAN membership.

 

In his opening remarks, SG Dr. Kao highlighted the importance of the IAI Attachment Programme in strengthening institutional capacities and fostering regional integration. He emphasised that the knowledge and experiences gained through this programme will enable AOs to contribute more effectively to their respective countries. He further expressed his appreciation to the Government of Japan for its long-standing support in narrowing development gaps within ASEAN.

 

Japan’s Ambassador to ASEAN, H.E. Ambassador Kiya Masahiko, reaffirmed Japan’s commitment to ASEAN’s integration efforts. He underscored the critical role of human resource development in enhancing ASEAN’s competitiveness and sustainability, reaffirming Japan’s support for inclusive development and capacity building initiatives.

 

The one-year IAI Attachment Programme provides AOs with first-hand experience in various divisions under the ASEAN Political-Security Community Department, ASEAN Economic Community Department, and ASEAN Socio-Cultural Community Department, allowing them to gain a deeper understanding of ASEAN processes, policies, and cooperation mechanisms. The initiative is part of the broader IAI Work Plan IV (2021-2025), which seeks to support ASEAN’s goal to narrow the development gaps in the region.
