It's (center part of) the title page of "Braunschweiger Zeitung" daily newspaper from 28th of February.
As you can see it contains 4 levels of content-representation:
1. the actual story ("Verfassungsgericht stärkt die Pressefreiheit")
2. a quotation of an older story by the same newspaper ("Ein Artikel, der den Geheimdienst alarmierte")
3. a quotation inside the quotation pointing to another newspaper "Cicero"
4. a quotation inside the quotation of the quotation pointing to some other news that made a quotation to the quotated article by "Cicero"
got it?
if not: don't worry...
it's just part of daily media confusion ;-)
what can we learn out of it?
It's not just bloggers anymore who collect quotations of other media.
