St Augustine’s Hospital (1875–1993) was a psychiatric hospital in Chartham, Kent. It was founded as the second, or East, Kent County Asylum in 1872. In 1948 the hospital became part of the National Health Service and was renamed St Augustine's Hospital. The hospital gained notoriety in the 1970s when it was the subject of a committee of inquiry into malpractice and mismanagement. St Augustine's Hospital closed in 1993 and the site is now occupied by housing, although a few of the original hospital buildings remain.

The Right Honorable Prime Minister Dr. Edouard Ngirente launched officially today, 7 January 2019 in Bugesera, a two days’ forum on Local Government delivery.

 

This forum was organized by the Ministry of Local Government (MINALOC) in collaboration with RDB-Capacity Building Unit. It brought together more than 200 participants including Governors, Executive Committee Members for City of Kigali and Districts, Mayors of Districts and several other leaders at Local Government level.

 

In his opening remarks, the Prime Minister reminded participants that the main and overall objective of this forum is to adopt strategies that will enable the Local Government to successfully and effectively fulfill its mandate and be the driver of rapid development that we are committed to achieve as a country.

 

He further insisted on the importance of effective collaboration between the Local Government and Central Government, different partners, as well as all Rwandans in implementing various national development programs, and improving the social welfare of Rwandans.

 

The Prime Minister strongly urged participants in this meeting to focus on the following:

 

1. ​​​​​​​​​​​​​​Highlight the role of Local Government in the implementation of the National Strategy for Transformation 2017-2024.

2. Streamline the planning process of Local Government activities based on true and reliable statistics, and avoid the malpractice of manipulating data locally known as “gutekinika”.

3. Put in place strategies for the effective and timely implementation of performance contracts.

3. Improve the service delivery to the population and increase the citizen satisfaction rate.

4. To avoid any sort of malpractices in implementing government programs.

5. Put in place effective and prompt measures to deal with the issue of increasing number of school drop-outs, and other challenges in the education sector.

6. Adopt strategies for the effective management of public resources focusing mainly on fighting embezzlement and mismanagement.

 

Specifically, the Prime Minister tasked participants to the meeting to set up strategies for the tangible transformation in the following areas:

 

- To raise population’s awareness on Ubudehe Program.

- Fast-track the resolution of key issues identified in the functioning and management of “Umurenge Sacco”

- Keep on fighting corruption in recruitment processes, especially in teachers and schools’ headmasters.

- Promote the education quality at all levels.

- Find adequate solutions for pressing human security issues such as malnutrition and stunting.

 

The Prime Minister concluded his remarks in urging all local leaders to improve their service delivery, by upholding the national unity, sense of urgency, as well as ensuring effective and efficient management of public resources. He also reiterated the Government commitment to support the good collaboration between the Central Government and Local Government entities to achieve our aspired development.

procession was gathered at Ataleeq square where it converted in a

public meeting presiding over by Fardad Ali Shah. The anger protesters

strongly criticized malpractices of Pesco staff who not distributing

electricity equally and disconnecting links of some areas for 16 to 22

hours continuously. They also criticized their elected

representatives for badly failure in solving this problem and burning

issue. They demanded for posting out of Line Superintendent Ghulam

Rashid who creating such problems in power distribution. They also

demanded from the high ups of WAPDA to run diesel generators for power

generation and to settle this problem. Haji Ghulam Hussain, Qari

Naseem, Muliv Abdul Sami, Fardad Ali Shah and other political leaders

strongly condemned Provincial minister for Population welfare Saleem

Khan who badly failed to vow his promise of renewal of instruments and

units at local hydro power station and settlement problem of longest

load shedding.

 

There was complete shutter down strike and wheel jam protest in

Chitral town. The anger protesters later on came to District

Coordination Officer (DCO) office where they set in a protest in front

of DCO and District Nazim office and warned of continuation of their

strike until fulfillment of their demands. Hence leaders of the

protest committee meet DCO, DPO who contacted high ups of Wapda and

Warsak to persuade them for running diesel generators. They also

visited local hydropower house and meet Resident Engineer Mr. Khalil

who assured them for contacting his high up for approval of diesel

generator.. They were also assured by DCO that Ghulam Rashid would not

be allow to enter at Chitral again and negotiations regarding

up-gradation of power house also in progress. Hundred of people also

had blocked all roads coming and go out of Chitral as a protest by

lying heavy stones and poles in the middle of the road. It is wroth to

mention here that Peshawar Electricity Supply Company (Pesco) staff

removing links of transformers to disconnect electricity supply and

connect it after 13 to 16 hours and sometimes 22 hours continuously.

As a result hospital, Bazar and traders badly suffering. Although

there is no shortage of power generation because the local power house

having the capacity of 1 megawatt, Reshun power house 2.5 megawatt,

national grid station transmission line carrying 33 KV as well as 200

micro hydro power stations have been completed by Aga Khan Rural

Support Program generating some 8 Megawatt electricity. But due to

mismanagement and laziness Pesco staff could not managed power supply

who removing links of transformers and disconnect power supply

continue for 16 hours but sometimes it exceed to 22 hours. As a

result consumers facing great hardships in this sever hot weather and

increasing number of mosquitoes.

Hence on the assurance of DCO and district administration the anger

protesters ended their strike and dispersed peacefully.

Ruggedly handsome American actor and singer Jeff Chandler (1918-1961) was best known for his portrayal of legendary Native American Apache chief Cochise in Broken Arrow (1950), for which he was nominated for the Academy Award for Best Supporting Actor. In the 1950s, he was one of Hollywood's most popular film stars and stood out for his imposing stature, his sex appeal, and his early greying hair.

 

Jeff Chandler was born Ira Grossel to a Jewish family in Brooklyn, N.Y., in 1918. He was the only child of Anna (née Herman) and Phillip Grossel. He was raised by his mother after his parents separated when he was a child. After attending Erasmus High School, he took acting classes at the Feagin School of Dramatic Art in New York. He then worked for radio for a while before joining a theatre company on Long Island as an actor and stage manager. He founded his own company, the Shady Lane Playhouse, in Illinois in the summer of 1941. The company toured the Midwest with some success until the United States became involved in World War II. He was active as a soldier in the Aleutians for four years, finishing with the rank of lieutenant. After the war, Chandler appeared on air in 'Rogue's Gallery 'with Dick Powell, who was impressed by the actor. Powell put pressure on Columbia to give Chandler his first film role, a one-line uncredited part as a gangster in Johnny O'Clock (Robert Rossen, 1947). Chandler received more attention playing Eve Arden's love interest on the radio in 'Our Miss Brooks', which debuted in July 1948 and became a massive hit. Chandler's performance in 'Our Miss Brooks' brought him to the attention of executives at Universal, who were looking for someone to play an Israeli leader in Sword in the Desert (George Sherman, 1949) starring Dana Andrews. Chandler impressed studio executives so much with his work that shortly into filming, Universal signed him to a seven-year contract. His first film under the arrangement was a supporting role in the Film Noir Abandoned (Joseph M. Newman, 1949). He was best known for his role as Apache chief Cochise in Broken Arrow (Delmer Daves, 1950) with James Stewart and Debra Paget. Broken Arrow turned out to be a considerable hit, earning Chandler an Oscar nomination and establishing him as a star. He was the first actor nominated for an Academy Award for portraying an American Indian. He reprised that successful character twice more in The Battle at Apache Pass (George Sherman, 1952) and in Taza, Son of Cochise (Douglas Sirk, 1954).

 

During his short career, Jeff Chandler starred several times in Westerns. He not only played an Indian, but he also stood his ground as a cavalry major as shown in Two Flags West (Robert Wise, 1950) starring Joseph Cotten and War Arrow (\George Sherman, 1953) with Maureen O'Hara. Chandler became one of Universal Pictures' more popular male stars of the 1950s. In addition to his acting in film, he was known for his role in the radio program 'Our Miss Brooks', as Phillip Boynton, her fellow teacher and clueless object of affection, and for his musical recordings. Chandler recorded several successful albums for Liberty Records, wrote music, played violin, and owned Chandler Music, a publishing company. His other film credits include the Film Noir Deported (Robert Siodmak, 1950) starring Märta Torén, Female on the Beach (Joseph Pevney, 1955) opposite Joan Crawford, and Away All Boats (Joseph Pevney, 1956) with George Nader. In 1957, he left Universal and signed a contract with United Artists. Having long desired to be an executive, he formed his own company, Earlmar Productions. He was due to star in Operation Petticoat (Blake Edwards, 1959) but became ill and had to pull out. He later formed another production company, August, for which he made The Plunderers (Joseph Pevney, 1960) at Allied Artists. His last film role was that of Brigadier General Frank D. Merrill in Merrill's Marauders (Samuel Fuller, 1962), the last of several World War II films in which he was able to use his military experience. He injured his back while playing baseball with U.S. Army Special Forces soldiers who served as extras in the film. After undergoing surgery for a spinal disc herniation in May 1961, a major artery was damaged and he haemorrhaged. In a seven-and-a-half-hour emergency operation over and above the original surgery, he was given 55 pints of blood. Another surgery followed where he received an additional 20 pints of blood. He died in the hospital in Culver City, California, in 1961. The cause was a blood infection complicated by pneumonia. He was 42 years old. His death was deemed malpractice and resulted in a large lawsuit and settlement for his children. Jeff Chandler was married from 1946 to 1959 to actress Marjorie Hoshelle with whom he had two daughters. In 1957, he had an affair with Esther Williams while they made a film together, and his wife filed for divorce at the end of the year. Chandler rests in Hillside Memorial Park Cemetery, a Jewish cemetery near Los Angeles.

With less than three weeks to go before Afghans vote for a new President and Provincial Councils, the United Nations Assistance Mission in Afghanistan (UNAMA) has highlighted the need for elections which are free from malpractice, including fraud, which could prejudice the results. “Any actions which erode the trust in these elections should be avoided as they, ultimately, damage the legitimacy of the future Government and Afghanistan's national interests,” said the Secretary-General’s Deputy Special Representative for Afghanistan and acting head of UNAMA, Nicholas Haysom, following a meeting today with the Chairperson, Dr. Ahmad Yusuf Nuristani (shown with Mr. Haysom in left and centre images) and the Chief Electoral Officer, Zia-ul-haq Amarkhail, of the Independent Election Commission of Afghanistan (IEC). “With so much at stake, Afghans deserve to have elections that are inclusive, credible, transparent and free from any activity which could taint the results – this is also crucial for Afghanistan's future stability,”Mr. Haysom added. Afghanistan is slated to hold Presidential and Provincial Council elections on 5 April.

The rally and procession was gathered at Ataleeq square where it converted in a public meeting presiding over by Fardad Ali Shah. The anger protesters strongly criticized malpractices of Pesco staff who not distributing electricity equally and disconnecting links of some areas for 16 to 22 hours continuously. They also criticized their elected representatives for badly failure in solving this problem and burning issue. They

demanded for posting out of Line Superintendent Ghulam Rashid who creating such problems in power distribution. They also demanded from the high ups of WAPDA to run diesel generators for power generation and to settle this problem. Haji Ghulam Hussain, Qari Naseem, Muliv Abdul Sami, Fardad Ali Shah and other political leaders strongly condemned Provincial minister for Population welfare Saleem Khan who badly failed to vow his promise of renewal of instruments and units at local hydro power station and settlement problem of longest load shedding.

 

There was complete shutter down strike and wheel jam protest in Chitral town. The anger protesters later on came to District Coordination Officer (DCO) office where they set in a protest in front of DCO and District Nazim office and warned of continuation of their strike until fulfillment of their demands. Hence leaders of the protest committee meet DCO, DPO who contacted high ups of Wapda and Warsak to persuade them for running diesel generators. They also visited local hydropower house and meet Resident Engineer Mr. Khalil who assured them for contacting his high up for approval of diesel generator.. This may be academic if the steelworks closes after going into administration (not yet confirmed) with Greybull Capital, the owners who bought it for a £ in 2016, under scrutiny for possible financial malpractice regarding fees and loans as reported in the FT.

In current circumstances I can see that suppliers of coal (imported) and iron ore (imported) may not extend any further credit for these raw materials without which the works cannot function.

Interesting, and possibly painful days ahead for the good people of Scunthorpe.
