In Wake of the 31st July Incident... CHALLENGES OF OUR TI~lES I .

Friends, anew academic year has started. We welcome the new batch ofstudents who have just joined JNU. But this time the new academic year has started with a very tragic and shocking incidence ofviolence in the campus. On last 31st July, a student of Korean language had attacked one of his woman classmates with knife and a cleaver while he was also carrying a local made pistol. After brutally attackingthe woman he consumed poison and cut his own throat with a knife. The boy has died when he was rushed to the hospital by studentswho were present around. The woman is still struggling with her life in the hospital. Let us hope for herspeedy recovery. .

The entire university community is shocked and shaken bythis incident and have acknowledged the necesseityqfintrospecting .

what has gone wrongln our attemptsto make a gender-just liberated campus. However, this incident is also areflection of a .

larger societal context to which JNU community has always been committed to. .

Women's movement for .

Liberation, Equal Rights and Freedom Without Fear .

While discrimination and violence against women is a reality of the world we live in, women's movement for liberty and .

freedom has made resistance with a transformattve aspiration an equally significant reality of our times. Resistance to .

patriarchal boundaries is partofthe everydaystruggle and resistanceby women. .

The 16th December gang rape of a young woman in south Delhi had erupted into a huge movement against patriarchal structures. JNU students have played a very important role in that movement. In the days following the brutal rape and murder of16thDecember last year, we remember waking up each day and being out on the streets raising sloganson women's freedom and liberation. For months after that, there were a series of mobilizations, vigils, parades and protests, and our strongest recollection ofthose events is the resounding reverberation of 'mahilaayein maange azaadi ... khaap se bhiazaadi aur baap se bhiazaadi, shaadikarne kiazaadi ourno kame kiazaadi...~ .

We braved water cannons and lathis. On Republic Day, we mobilised thousands of students under the banner of 'Bekhauf Azaadi' in a Freedom Parade -to demand the implementation of the Justice Verma Committee Report. When the Govt. introduced an ordinance that went against key recommendations ofthe Verma Report, the BekhaufAzaadi campaign held a People's Vigil on Parliament on 21 Feb, the first day ofthe Budget session. .

Throughout the movement, we posed a ringing challenge to the misleading agenda of 'death penalty' and paternalistic protectionforwomen, demanding instead 'bekhaufazaadi~ andan endto the rape culture characterised bythe widespread practice ofblaming the victims ofsexual violence. We demanded accountability ofthe police and judiciary, and emphasized that the struggle in Delhi could not forget the violence perpetrated on women of oppressed sections ofsociety, in all parts of the country. Our struggle is for justice against all violence against women, against state repression on women in Kashmir, North-east, Jharkhand, Chhattisgarh and elsewhere, against casteist and communal violence that specifically target women and against patriarchal diktatsthat restrict women's freedom. We welcomed the fact that theJusticeVerma Report underlined the right ofwomen to unfettered autonomy in all aspects oftheir lives. .

All our talks about how a patriarchal mind set is nurtured, about how woman's agency in taking decisions about her own life, her freedom to chose life partners or say NO to somebody are denied, how women being treated not as conscious human beings but as commodities who are possessed in different names such as mothers; sisters, wives and girlfriends ... all came home te us in such a brutal way when the incident of 31st July happened in our own campus. Shocked and shaken by the violence, the JNU community called for a deep introspection on the incident and accept the challenges in front of us to fight the deep rooted patriarchal mind set. .

The Culture of Victim Blaming: After the JNU Incident But almost simultaneously there were media reporting especiallythe Oainik Bhaskar shiftingthe blame on the woman itself and justifying the attack by character assassination ofthe woman along with opinions expressed in the general discourse in the campus and social media about the psychological'helplessness' of a boy who have been rejected and the kind of 'cultural shock' encountered when one enters JNU because of the excessive freedom granted to women here only proving once again how difficult the task for makjng a gender-just campus and society is.This is not thefirst time that we hearsuch reactionary responses in a case ofgender violence. One encounters such arguments of victim blaming in each and every case of crime against women. Battlingsuch ideas are a necessary task ahead ofJNU"~ ~regressive student movement. .

One ofthefirst tasks ofJNU1S progressive legacy in this situation is not tofind anyescape route bymerely calling this incident an 'aberration~ Although, JNU has a glorious legacy of standing against gender discrimination and violen~e, but carrying forward ofthat legacy necessitates acknowledgement ofthe deep rooted patriarchal mind set within the campus and fighting it out. Such incidents do not occur only outside JNU or only within JNU. Such incidents occur wherever a woman's lifelong commitment in a relationship is takenfor granted andherright to say 'NO' is permanently denied. .

Unfortunately, the reactionary patriarchal political forces in the campus are searching for an opportunity even in the context of this tragic incident to prove that the root cause ofviolence against woman is the excessive freedom granted to them. There are talks about helpless reaction of 'cultural shock' seeing women roaming around freely P.T.O. .
