Joe Todd and other Elmira firefighters rappel off the side of the Centertown Parking Garage on Wednesday afternoon as a four part rope rescue operation that is suppose to go on through July. Deputy Chief James Sincock wanted to get the rappel training in Elmira for the last 19 years but the funds were not there until the county fire coordinator Mike Smith made it possible to get the money to pay for the course to come to Elmira.
