November 18, 2010 - "Roles for Third Parties in Improving Implementation of EPA's and OSHA's Regulations on the Management of Low-Probability, High-Consequence Process Safety Risks" - Penn Program on Regulation, in conjunction with the Wharton Risk Management Center, hosted a conference regarding the usage of third party auditors in the enforcement of regulatory safety measures in high risk industries. Industries which experts call "Low-Probability, High-Consequence," such as nuclear reactors, oil refineries, or chemical processing plants, are specifically hoped to be improved by third party inspections safety. The conference brought together numerous participants from a variety of fields, including from government, industry, insurance, academia, and non-profit sectors. The conference consisted of a day-long discussion spread over three separate panels. Over the course of the conference, participants stressed the importance of implementing a third party system to effectively and thoroughly audit industry despite lack of adequate funds and resources. Other potential scenarios offered for enacting effective third party auditing included making sure that these third party auditors were completely independent from the industries they would be inspecting so as to eliminate bias or a conflict of interest. Another issue to consider is the question of whose authority would the third party auditors be under and what kind of enforcement power would they have to enforce industry change. One of the panel discussions brought up the potential linkage of third party audits with insurance companies so as to provide an incentive for industry to decrease safety risks in order to pay lower insurance premiums. Workshop participants included Isadore "Irv" Rosenthal, a Senior Research Fellow at the Wharton Risk Management and Decision Processes Center; Howard Kunreuther, James G. Dinan Professor of Business and Public Policy at Wharton and Co-Director of the Wharton Risk Center; Laurie Miller, Senior Director of Environment and Process Safety at the American Chemistry Council; Erwann O. Michel-Kerjan, Managing Director of the Wharton Risk Management and Decision Processes Center; Scott Berger, Executive Director of the American Institute of Chemical Engineers; Don Nguyen, a Principal Process Safety Management Engineer at Siemens Energy, Inc.; Mike Marshall, Process Safety Management Coordinator at the Directorate of Enforcement Programs at the Occupational Safety and Health Administration (OSHA) within the United States Department of Labor; Cary Coglianese, Edward B. A training of trainers of a South Sudan’s soon-to-be unified army concluded today, 4 October, with a graduation ceremony at the Military Training Centre in Luri near Juba.
The event marks a significant step forward for the implementation of the country’s revitalized peace agreement, signed in September last year.
Lieutenant General Shailesh Tinaikar, Force Commander of the United Nations Mission in South Sudan, described the project of training the nation’s unified forces as one with “tremendous implications for national integrity and security”. He called the graduating instructors “pioneers” with a “huge responsibility” to carry after having received just ten days of training.
“Whatever you do, however you act, is going to affect the soldiers who you train, so I implore you to be conscious of your actions, because you set the trend of the forces of South Sudan,” the Force Commander said.
Lieutenant General Tinaikar also stressed the importance of looking forward rather than backward.
“You have to forget your past, from where you come and your past affiliations, to work together for your young nation, for the state of South Sudan,” he said, reiterating his faith in the diligence and capacity of the instructors to train the unified forces properly.
A lack of qualified trainers has been slowing down the capacity building of units of the united armed forces in 35 cantonment sites across the country, making the readiness of instructors such a vital sign of progress.
To enable the establishment of a Transitional Government of National Unity on 12 November, the few hundred graduates will need to capacitate some 83,000 soldiers, the troops being merged from the South Sudan People’s Defence Forces and the Sudan People’s Liberation Army in Opposition.

Festus G. Mogae, Chairperson of the Joint Monitoring and Evaluation Commission (JMEC), met with the Group of 10 (former detainees), members of Sudan People’s Liberation Movement/Army-In-Opposition (SPLM/A-IO), and members of the Government of the Republic of South Sudan (GRSS) on 22 December 2015. During his welcoming remarks, Mr. Mogae said the return of SPLM/A-IO indicates their commitment to restoring peace and implementing the Agreement in South Sudan. “Your return is not the end of the road, but the start of another important journey,” he stressed.
He also mentioned his appreciation of the Government for enabling the first group of the SPLM/A (IO) to return, and urged both parties to plan for the expeditious return of the second and third groups, in accordance with the proposed plan. In remarks aimed at the greater South Sudanese population, he said “in this season of hope, forgiveness and renewal … this Christmas, 2015, is the last celebrated in a context of conflict.”
The main purposes of the meeting were: a) to ensure the timely establishment of the main pre-transitional institutions, b) to hear from the leadership of the Ceasefire and Transitional Security Arrangements Monitoring Mechanism (CTSAMM) about their activities, challenges and how best to support their efforts in future, c) to hear from the Parties on the status, to date, of the cantonment of forces and d) to move forward with the other processes necessary to establish the Transitional Government of National Unity, as required by the Compromise Peace Agreement.

En el marco de la reunión para el cumplimiento de los compromisos derivados de la 12° del GORE Ejecutivo, el viceministro de Mype e Industria, José Salardi, señaló que el gobierno, a través del Ministerio de la Producción (Produce), impulsará el desarrollo de las cadenas productivas de pesca, acuicultura, agroindustria y forestal en Loreto, a través de un trabajo articulado con las autoridades regionales.
En ese sentido, indicó que la reunión de los equipos técnicos de su sector y del gobierno regional, ha dado como resultado una serie de acuerdos que contribuirán para que Loreto se convierta en una región productiva en base a sus potencialidades. "Hemos identificado que estamos muy alineados en muchas intervenciones, incluso en aquellas que ya tenemos en camino", destacó.
Al respecto, Salardi precisó que al cierre del primer semestre estarán implementados al 100 % el CITE Forestal y el CITE Productivo Maynas. "Es una inversión de 22 millones de soles que ha realizado Produce a través del ITP. Con lo cual se ha puesto en valor estas infraestructuras importantes, para poder dar todo apoyo y soporte a las cadenas productivas de pesca, acuicultura y agroindustrias".
Manifestó que para el presente año proyectan prestar un mínimo de 1200 servicios de innovación y transferencia tecnológica, que ayudará a fortalecer las capacidades e innovar a las diferentes industrias de esta región.
Asimismo, informó que otros de los compromisos es la pronta apertura del Centro de Desarrollo Empresarial del programa “Tu Empresa”, para promover la formalización de 400 nuevas unidades de negocio.
De otro lado, Salardi indicó que el sector espera cerrar el año inaugurando el Gran Mercado de Belén. "Se está avanzando a un nivel importante. El proyecto está a más de 50% de ejecución y en el presupuesto de este año se han incluido 50 millones de soles para su culminación", apuntó.
Acciones en pesca y acuicultura
De otro lado, el viceministro Salardi informó que, a través del FONDEPES, Produce iniciará la construcción del primer desembarcadero pesquero artesanal de la Amazonia “La Punchana”, para lo cual se ha destinado una inversión de hasta S/ 22 000 000.
Asimismo, este fondo realizará un proyecto piloto para la implementación de aislamiento térmico en embarcaciones pesqueras artesanales para el adecuado transporte de los productos hidrobiológicos. "Con esta actividad, se espera incrementar los fondos para créditos destinados a los pescadores artesanales y acuicultores de la región hasta por un valor de S/ 250 000", destacó.
Otro de los acuerdos es la implementación de mejoras en los servicios del Centro Acuícola Nuevo Horizonte, por un valor de hasta S/ 14 000 000, con ello se mejorarán los servicios de producción y distribución de alevinos para la ampliación de la frontera acuícola, así como la capacitación operativa especializada a los productores de la Región.
Mercado de Putumayo
Más tarde, el viceministro Salardi hizo entrega oficial al alcalde provincial de Putumayo, Humberto Fuentes, del expediente técnico aprobado para la ejecución del proyecto "Mejoramiento del Mercado Municipal de la Ciudad de San Antonio del Estrecho".
Esta importante acción del gobierno en una ciudad de frontera con Colombia, cuenta con una inversión de más de 4 millones de soles y beneficiará a más de 3000 habitantes.
Las obras se realizarán en un terreno de 1410 m2, donde se implementarán 40 puestos de comercio, con una moderna infraestructura e innovaciones que garantizarán la alta calidad de los productos.

On Global Open Day on UNSCR 1325, calls for men to champion and support women’s participation in politics and in decision-making
Basra, 01 November 2017 – The United Nations Assistance Mission for Iraq (UNAMI), jointly with UNWOMEN and in coordination with the Implementation and Follow Up National Reconciliation Committee (IFNRC) of the Office of Iraq’s Prime Minister, held a consultative forum with women leaders and members of the Basra, Muthanna, Thi Qar and Missan Provincial Councils in Basra on 01 November 2017 with the focus on strengthening women’s political participation. This is the fourth such meeting within the context of observing the Global Open Day and the 17th Anniversary of UN Security Council resolution 1325.
As in the previous consultative meetings that were held in Karbala, Baghdad and Erbil in October, the participants in Basra echoed the similar concerns by women leaders across the country. They noted the retrogression of women’s participation in Iraq’s politics. They urged UNAMI and UNWOMEN to engage male champions to support women’s participation and to also press the heads of political blocs and political leaders to act in support of women issues.
In her intervention, Ms. Yusra Naji, member of Missan Provincial Council, decried male political leaders for marginalizing women. “The Iraqi society is male dominated, women are not invited to negotiations, they have no political rights, they are not represented in the Presidency, the Council of Representatives presidency, there are only two women Ministers, yet there is no legislation preventing women from occupying these high level positions,” Ms. Naji said.
Ms. Zahra al-Bachari Member of Basra Provincial Council, noted that “men can help lead the charge with women in enacting legislation that promotes women’s rights, repealing laws and policies that discriminate against women and limit opportunities. She further added: “Women should be promoted to leadership positions as we are observing the upcoming elections of both Provincial and Council of representatives, elections we aim to have more women represented in decision-making positions.”
Special Representative of the Secretary-General (SRSG) for Iraq Ján Kubiš, in remarks delivered by UNAMI Director of Political Affairs, Manoj Mathew, reiterated that Gender balance in Iraqi politics can only be achieved if political leaders could work side by side with women to share responsibility of breaking cultural norms and practices as well as institutional, structural and legal barriers that hinder women’s equal and meaningful political participation.
“We need male champions, proactive work by male champions, in partnership with women is necessary to establish an environment that empowers women’s political participation at all levels of governance and decision-making.”
“For the historic settlement and reconciliation to succeed it must be inclusive. This is critically important for the unity and stability of the country and peaceful coexistence amongst all citizens, components and minorities. Women – and youth - must be critical agents of such positive change, in building a new post-Daesh Iraq, in shaping the future of the country for the generations to come,” the SRSG’s statement said.
Mr. Kubiš acknowledged the efforts of the Cross-Sector Task Force on the implementation of the Iraq National Action Plan on 1325, while stressing that “it is time to strengthen the implementation of the participation pillar of the Iraqi National Action Plan on the Security Council Resolution 1325 which reaffirms the important role of women in the prevention and resolution of conflicts.”
UNAMI Gender Advisor, Ms. Mmabatlharo Dihemo, emphasized that political leaders can support the advancement of women in decision-making bodies by advocating for temporary special measures, promoting women to leadership roles and ensuring woman have equal career development opportunities.
UN WOMEN Representative in Iraq, Ms. Dina Zorba, commended the government, civil society, and national and international partners for continued commitment to UNSCR 1325. Ms. Zorba urged the government to work to ensure gender issues are incorporated in all democratization and nation-building agendas, and called on the UN, the government, and the International Community to continue to advocate for and protect the rights of women and girls.Ms. Zorba emphasized UN commitment to refocusing its work around women’s political participation at all levels.
In the context of marking the 17th Anniversary of UN SCR 1325 and the Global Open Day, UNAMI and UN WOMEN also organized in Karbala capacity-building training on Basic Mediation and Negotiation skills for women leaders, Provincial Council members and civil society representative from Karbala, Wassit, Najaf and Diwaniya, (9-12 October). A similar training was organised for women leaders and activists, members of Provincial Councils, district and sub-district councils from Basra, Missan, Thi Qar and Muthana (29 October-1 November). Both training programmes were jointly organised and funded by UNAMI and UN WOMEN under the UN Department of Political Affairs (DPA) and UNWOMEN gender and mediation strategy.

Baghdad, 07 March 2018 – Under the patronage of H.E. Prime Minister of Iraq, Dr. Hayder Al-Abadi , today in Baghdad a high level conference on implementation of Iraq National Action Plan on United Nations Security Council Resolution 1325 on women, peace and security in Iraq, was held.
In 2012-2014 the Iraqi Cross Sector Task Force (CSTF) developed the Iraqi National Action Plan (NAP) for implementation of the United Nations Security Council Resolution 1325. The NAP 1325 is a crucial tool for improving the status of women’s rights in Iraq. Composed of ministries, institutions and civil society, the CSTF has been the driving mechanism for implementing, monitoring, and reporting of this NAP.
At today’s conference, the Government of Iraq and CSTF took the opportunity to mark the International Women’s Day, 8th of March, by sharing the preliminary outcomes, lessons learned and conclusions summarized during the on-going process of developing of the draft national report on the implementation of the first NAP 1325, which will be presented to the United Nations Security Council later during 2018.
At the opening session of the conference, participants were greeted by the Prime Minister of Iraq, Dr. Hayder Al Abadi, Secretary General of the Council of Ministers and Co-Chair of the CSTF 1325, Dr. Mahdi Al Alaq, Chairperson of the National Committee for the Advancement of Iraqi Women and Chair of the Coordination Committee of CSTF 1325, Dr. Thikra Alloush, Chair of the High Council of Women of the Kurdistan Region and Co-Chair of CSTF 1325, Ms. Pakshan Zangana and by the Director General of the Iraqi Women Empowerment Department of the Council of Ministers, Dr. Ibtisam Aziz.
Representatives of the international community expressed their commitment to support women’s rights and their participation in the process of peace building in Iraq as well as in the upcoming phase of the development of the second NAP. On behalf of the International community the conference was addressed by the Special Representative of the United Nations Secretary-General for Iraq, Mr. Jan Kubiš, British Ambassador to Iraq, Jon Wilks, Charge d’Affairs of the Embassy of the Kingdom of the Netherlands, Marielle Geraedts, and by the Country Director of UN Women, Ms. Dina Zorba.

El Viceministro de Transportes del Ministerio de Transportes y Comunicaciones (MTC), Henrry Zaira, dio inicio en el Cusco a las obras para la instalación del puente Jarayaje, que beneficiará a más de 29 mil pobladores de Yauri, en la provincia cusqueña de Espinar.
La estructura, que tendrá 51 metros de largo y que demandará una inversión de 2,3 millones de soles, beneficiará de manera directa a los habitantes de las comunidades de Antaycama, Canlletera (Pallpata) y el distrito de Pichigua.
“Esta es una de las muchas acciones que viene desarrollando el Gobierno del Presidente Ollanta Humala, con inversiones importantes para esta región en la que hemos destinado más de 4,800 millones de soles para intervenir en 740 Kilómetros de carreteras que harán posible el desarrollo de sus comunidades, como la Carretera Negromayo – Yauri – San Genaro, ubicada en esta Provincia de Espinar que estamos interviniendo a lo largo de sus 86 kilómetros, y que incluye los Puentes de Santa Maria y San Genaro” puntualizó el viceministro Zaira.
Asimismo, “Otra carretera a rehabilitar es la del Desvio Negromayo – Ocoruro- Desvío Yauri, de 74 kilómetros, que conectará a los distritos de Ocururo y Pallpata y tiene prevista una inversión de S/ 270 millones de nuevos soles. Estas acciones que venimos implementando nos van a permitir pavimentar el 65% de la Red Vial Nacional de Cusco al término de esta gestión”, declaró Zaira, desde el distrito de Pallpata, en Espinar, Cusco.
Al acto de inicio de instalación contó con la participación del alcalde de la municipalidad distrital de Pallpata, Fredi Gambarini y el alcalde de Espinar, Manuel Salinas. Así como del congresista Rubén Coa.
En el marco del proyecto implementando por la Organización Pan Americana de Salud / Organización Mundial de la Salud (OPS/OMS), financiado por la Dirección General de Ayuda Humanitaria y Protección Civil de la Comisión Europea (ECHO) para los migrantes, desde hace varios meses se viene trabajando en el municipio de Cúcuta.
En el corregimiento de Palmarito las acciones estuvieron enfocadas para que los habitantes cuenten con un Plan Comunitario para la gestión del riesgo de desastres y primeros respondientes en salud formados y dotados, que puedan desarrollar primeros auxilios físicos y psicológicos, contra incendio y vigilancia comunitaria de eventos de importancia en salud.
Con un simulacro de inundación finalizó una de las etapas del proceso comunitario. La jornada incluyó la limpieza a una quebrada que atraviesa el municipio y que ha sido utilizada por los habitantes para votar la basura. Según los pobladores, la prevención de los riesgos puede salvar vidas.

We've gone for a bowling, to celebrate our I.V. implementation. I didn't do anything for it, but someone from the office should attend, and not just leave it with S7N. It's like some parents who just give $ and tels a child, "here is money, you just go and get yourself something for your birthday, go for a dinner with your friends". And shows no interest at all. Well, I just didn't want to be one of these parents.
Well I was not in a good condition. I was in Bern, and when came back, I had such headache,and lay in bed, and overslept, and when I arrived, I kept on taking Parecetamol. I took 1.5mg, so three tablets.
Put that aside, it's really nice to see people enjoying themselves.

•“Estamos listos en el Conafe para implementar el nuevo modelo educativo”: Alfredo Martínez.
•Se reintegran a clases más de 15 mil alumnos de Educación Básica Comunitaria.
Morelia, Michoacán, 11 de enero.- El delegado del Consejo Nacional de Fomento Educativo (Conafe) en esta entidad, Alfredo Martínez Corona, señaló que “abatir el rezago educativo en la entidad es el principal propósito para el 2018 en Michoacán”.
Explicó que también se consolidará una cobertura de educación comunitaria del 100 por ciento en todo el estado, donde regresaron a clases sin incidentes 15 mil 183 alumnas y alumnos de educación básica comunitaria y más de 20 mil menores de 3 años se reintegraron con sus madres, padres y tutores a los cursos de educación inicial.
“Tenemos el firme propósito de ampliar la cobertura en comunidades donde hay demanda y no dejar a ningún infante sin la oportunidad de acceder a los servicios educativos que ofrece el Consejo”, subrayó el funcionario.
En esta tarea, agregó, es fundamental la participación de mil 667 jóvenes Líderes para la Educación Comunitaria (LEC) por lo que “estamos comprometidos a darles más apoyos y seguridad, así como dar las garantías y equipo que nos permitan baja la deserción de esos LEC a menos del 10%, y buscar erradicar el abandono”.
Michoacán, dijo Martínez Corona, trabaja con áreas educativas, implementación del modelo educativo de Aprendizaje Basado en la Colaboración y el Diálogo ABCD, “este año vamos a consolidar esa estrategia y garantizar que todas las figuras educativas y alumnos esté integrados a este modelo, corroborar en campo que los LEC están trabajando adecuadamente con el modelo ABCD, por lo que se realizaran visitas para corroborarlo”.
Sobre la implementación del nuevo modelo educativo de la Secretaría de Educación Pública a partir del ciclo escolar 2018-2019, el delegado del Consejo aseguró que “en el Conafe estamos listos para implementar el nuevo modelo de la SEP”.
