This fastener accepts a 5mm Allen wrench on each side. That is useful if a frame lacks or has a damaged notch on one side for a tabbed bolt. This frame has a notch on the Left side which captures the tab on the "nut" portion of the fastener. Fully closed length of the Sugino binder is technically 19mm (between the heads), and on this bike it closes down to just under 24mm with the distance between the outsides of the bolt set measuring 28mm.
