Loads of useless dams are built as make-work projects. They soon fill up with gravel which negates any water control capacity.
The economic benefits of providing work are diminished by the destruction of habitat for many species and the large amount of energy (ie. carbon emmissions) used in transport of materials, manufacture of cement, and construction work.
ETA: I've read more recently that one of the major purposes of these dams is to reduce erosion. This may have value in some situations but I suspect that Japan is going way overboard. After all the mountains have not washed away in eons but the dam building has only been going on for a century or so. We need to be smarter about where we build homes and businesses so they aren't vulnerable to quite predictable natural hazard risks like flooding/landslides/avalanches.

During Iraq's retreat from Kuwait in early 1991, Iraqi troops set ablaze 613 oil wells. Another 157 wells gushed oil onto vast areas of land to form lakes of pure oil. The smoke plumes from the burning wells and the oil-soaked land created unprecedented environmental devastation. At the height of the oil fires, sunlight was blocked and day turned into night as seen in this daytime photo. (From evidence.org.kw)
