This is the second letter I've received from a domain scammer. This one is from Domain Registry of America. I also scanned the back side.
I call them a scammer because this letter is clearly designed to look like a bill. Their hope, I surmise, is that you will skim the letter, conclude that it is a bill, and pay it—thereby transferring your domain over to them.
I have no idea whether this is legal or not, though I think they make it legal by saying in the text that it isn't a bill. But the layout of this letter is that of a bill, which is how I arrive at my opinion that it's meant to fool you into thinking it is a bill.
Be careful with anything you receive in the mail. If you get a letter like this, go directly to your domain-name registrar and make sure nothing's changed. If it hasn't, you can safely ignore the letter.
