The cone is used on guy wires to prevent rodents from climbing the poles. It's a different world than what WAPA engineers experience in the central and western U.S.
Minamisanriku, Miyagi Prefecture, Japan
Building a new temporary hospital in Minamisanriku to replace the Shizuoka Public hospital. The building was destroyed by the tsunami and doctors and nurses are now operating out of a prefabricated clinic. Because it will take 3-5 years to rebuild a permanent hospital, the Red Cross Red Crescent is supporting the building of a new, temporary facility, which is nearing completion.

October 26, 2017- Jamaica, NY - Governor Andrew M. Cuomo held a briefing after returning from his second relief mission to Puerto Rico following Hurricane Maria. American Red Cross has awarded more than $3 million in donated dollars to fund community-based recovery services eighteen months after devastating wildfires ripped through Northern and Southern California.
The 2017 California Wildfires Community Recovery Grants Program was launched to support established non-profits best able to address the needs of the most vulnerable survivors. Grants were awarded to 16 organizations who provide support in the areas of behavioral and spiritual care, funding to address unmet needs, outreach, recovery services, and repair and rebuild services.

November 2, 2017- New York, NY - Governor Andrew M. Cuomo, together with the Governor Ricardo Rosselló, met with representatives of the Rockefeller Foundation, Ford Foundation and Open Society Foundations. They announced an immediate effort to help Puerto Rico better assess storm damage to secure the level of federal disaster aid that will be essential for the Island's long-term recovery. Using technical experts and in consultation with businesses, nonprofits, and other leadership from the Island, this group will work together in the coming weeks to assess the damages Puerto Rico suffered and the costs to rebuild its infrastructure so that Puerto Rico can achieve fiscal stability and build a strong local economy. Description (provided by donor): More than a dozen members of the CERFP team work to rescue a Soldier trapped beneath the rubble in a simulated building collapse during the CERFP Evaluation. Missourian Army and Air National Guardsmen from across the state travelled to Columbia to be certified as a FEMA Chemical, Biological, Radiological, Nuclear and High-Yield Explosive Enhanced Response Force Package Team. The Guardsmen are prepared to help the state in such an emergency.
-- This photograph was submitted to the Official Manual of the State of Missouri ("Blue Book") 2009-2010 Missouri in Motion photograph contest. The Blue Book contest is run every two years by the Office of Secretary of State. After the contest judging, the entries are transferred to the Missouri State Archives (that's us!) for permanent retention.
