Characteristics were studied in at least one of the programs, or a program element, and are not necessarily applicable to the entire program. No characteristic was studied in each of the six federal programs we reviewed. Characteristics are not necessarily exhaustive of all characteristics that may affect participation in these programs. The studies were published between 2005 and 2020 and used different methodologies of varying strengths to produce the findings.

Federal leaders meet in D.C. to discuss power restoration efforts in Puerto Rico and the U.S. Virgin Islands, Sept. 29. DOE is working with its partners from the U.S. Army Corps of Engineers (USACE), Federal Emergency Management Agency, the power industry, and Puerto Rico authorities to restore power and stabilize critical infrastructure on the island.
