HMS WESTMINSTER SAILS FOR COUGAR ’13 DEPLOYMENT

Royal Navy warship HMS Westminster sailed from Portsmouth today (August 13) as part of the Cougar ’13 deployment to the Mediterranean and Gulf which involves thousands of RN, Royal Marines and Royal Fleet Auxiliary personnel.

The long-planned deployment will see elements of the UK’s Response Force Task Group (RFTG) – the naval force formed under the 2010 Strategic Defence and Security Review – hone its world-class maritime skills thousands of miles from home through exercises with a number of key allies.

HMS Westminster, a Type 23 frigate, is among ten RN and RFA ships taking part in Cougar ’13, including helicopter carrier HMS Illustrious which sailed from Portsmouth yesterday (12/8).

On completion of the exercise Westminster will deploy to the Middle East and Indian Ocean as part of the RN’s standing commitment in the region.

She will provide reassurance to the UK’s allies in the region, conducting maritime exercises with other nations and carrying out maritime security and counter-piracy patrols. She will also be ready to react to situations such as humanitarian aid and war-fighting as directed by the UK Government.

Her Commanding Officer, Captain Hugh Beard, said: “It has taken a tremendous effort to get us ready and it is with immense pride that we sail from Portsmouth for the challenges of operations in the Middle East.”

HMS Westminster will be operating in familiar territory – she spent several months in the region last year and hit the headlines after a £14m drugs bust in the Indian Ocean.

Operations Officer Lieutenant Commander Simon Tappin is among many of her 170 ship’s company making the return trip. “The ship’s company are very experienced and capable and will carry forward this confidence into our current mission to make it a success,” he said.

Five hundred paratroopers from the 2nd Brigade Combat Team, 82nd Airborne Division, were airdropped onto Wright Army Airfield, Fort Stewart, Ga., from five C-17 transport aircraft 18 hours after notification. As the nucleus of the nation's Global Response Force, the 82nd Airborne Division provides a strategic hedge for combatant commanders with a responsive, agile and operationally significant response force that is flexible in size and composition to accomplish missions anywhere in the world. Air Mobility Command's participation also illustrates the critical partnership between Mobility Air Forces and the U.S. Army by exercising Joint Forcible Entry: the capability of rapidly introducing forces into hostile environments to conduct operations—whether combat or humanitarian support. The vehicles trade some iffy shots and the Marders come off the worse for it with the lead SPG getting a solid hit that knocks it gun out. The 2 inch mortars are laying down smoke on some of the dug in Germans. And the new platoon of reinforcements is having trouble deciding if they really want to re take the buildings at the far edge the table.

Royal Navy warship HMS Westminster currently on deployment has been putting her submarine hunting skills to the test with a combined UK and US Naval Anti-Submarine Warfare exercise in the Gulf of Oman.

HMS Westminster is part of the UK’s Response Force Task Group (RFTG) currently on the Royal Navy’s annual Cougar deployment. HMS Illustrious, RFA Fort Victoria, RFA Fort Austin, USS Bulkeley and the American Los Angeles Class Submarine USS Dallas also took part in the exercise.

The aims of the exercise is to develop maritime interoperability by exercising Anti-Submarine Warfare tactics with US allies in the challenging sonar environment of the warm and shallow waters of the Gulf region.

The exercise was broken down into three phases. The ships and submarines initially tested acoustic and non-acoustics sensor performance against known positions, gaining useful real life data for the region.

The second phase relied on the ships escorting HMS Illustrious as the Mission Essential Unit (MEU) along a passage whilst evading detection and simulated torpedo attacks by USS Dallas.

In the final phase USS Dallas tried to locate and destroy RFA Fort Austin as the MEU, in a holding box which simulated an anchorage, as the UK and US naval ships provided protection. Additional helicopter support to the ships was ably provided by the Anti-Submarine sonar dipping Merlins embarked in HMS Illustrious and USS Bulkeley’s Seahawk, with Westminster’s Mark 8 Lynx helicopter providing an additional surface search and weapon carrying capability.

Hang Morn, commanding officer of Ream Navy Base, thanks Construction Mechanic 1st Class Nicholas Vicars, Naval Mobile Construction Battalion (NMCB) 3 Cambodia Civic Construction Action Detail (CCAD) project supervisor, during the completion ceremony of the team’s first water well. The CCAD’s mission is to execute engineering civic assistance projects, conduct formal training with the host nation, and perform community relations events to help enhance shared capabilities and improve the country’s social welfare. One of the first battalions commissioned during World War II, NMCB 3’s legacy stands strong in its ability to build and fight anywhere in the world as either a full battalion or as a group of autonomous detachments, simultaneously completing critical engineering and construction missions. For this deployment, NMCB 3 has split into nine details to perform critical construction projects in remote island areas such as Timor-Leste, Tonga, Cambodia and the Philippines. The teams will also conduct operations in Atsugi, Yokosuka and Okinawa, Japan; Chinhae, Republic of Korea and China Lake, Calif. The Naval Construction Force is a vital component of the U.S. Maritime Strategy. They provide deployable battalions capable of providing disaster preparation and recovery support, humanitarian assistance and combat operations support. NMCB 3 provides combatant commanders and Navy component commanders with combat-ready warfighters capable of general engineering, construction and limited combat engineering across the full range of military operations.
