I bought the hat, then was tickled to find midnight blue flannel to match, which I used to make the "shirt".
I even made the tie!
It was cut from a Fat Quarter and then wrapped over a clip-on tie plastic form - you can get them cheaply online by the bag.
There was a this great video I found online that showed you how to wrap the tie over the form, and it actually worked just like the guy said it would.
This costume was made specifically for Zachary - a bit unusual for me - but I think Henry wears it well.

Elwood: It's got a cop motor, a 440 cubic inch plant, it's got cop tires, cop suspensions, cop shocks. It's a model made before catalytic converters so it'll run good on regular gas.
The Liverpool - Southport EMU workshops at Meols Cop just outside Southport. Mainly the sliding door (later Class 502), but a single car of the compartment stock is behind the 3 car unit in the foreground, but this may be a Parcel car. A rake of Carmine/cream hauled stock is stabled on the right so probably mid 1950s?
Mow Cop Castle is a folly at Mow Cop in the civil parish of Odd Rode, Cheshire, England. It is recorded in the National Heritage List for England as a designated Grade II listed building.
