53 and 55 Kuyper Street (560 m² approx.) used to house the Zimbabwean Consulate in Cape Town.
The consulate closed a few years back and the properties have stood empty apart from a brief period when a creative agency rented the premises.
The properties were recently attached by the Sheriff of Cape Town and were scheduled for auction to recover debts owed by the Zimbabwean government. (See the background below.)
The properties have recently been stripped of most of their internal wooden fittings. It’s not secured, so vagrants have moved in… including, ironically, immigrants from Zimbabwe.
Some background
In November 2008, a Southern African Development Community Tribunal ruled that the land reform process of Robert Mugabe is illegal and racist and ordered that compensation had to be paid to the farmers who had already been expropriated and that farmers, who still are on their farms, had to be left in peace.
The ruling also stated that Zimbabwe had to pay the farmers legal costs as well as compensate them.
In February 2010, civil rights initiative AfriForum, on behalf the Commercial Farmer’s Union (CFU), approached the North Gauteng High Court in Pretoria to have the rulings registered in South Africa. The application was successful and as a result, the cost order could be executed locally.
AfriForum then identified 4 properties in Cape Town (Including the properties at 53 and 55 Kuyper Street) which were subsequently seized.
At this stage German banking group KfW Bank stepped in and seized 3 other South African properties also belonging to the Zimbabwean government. KfW Bank entered into an agreement with AfriForum and took over management of the 7 seized properties and arranged for the auction of the respective properties.
KfW Bank is owed roughly €40m by the Zimbabwean Government stemming from a defaulted loan to Zimbabwe Iron and Steel Co Ltd (Zisco) in 1998.
(If KfW Bank sounds familiar it’s because it got a court order to seize a Chinese ship's cargo of weapons bound for Zimbabwe in 2008 – unfortunately the order was not served in time and the ship sailed.)
The auctions that were scheduled for July and August were postponed when the Zimbabwean Government launched an urgent application in the North Guateng High Court and then another application in the South Gauteng High Court. Both applications were unsuccessful since since the applications were erroneously directed at AfriForum – not KfW Bank.
The Zimbabwean Government plans to launch additional court action in September 2010 to prevent the auction of the properties.

The Auld Alliance (Scots for "Old Alliance"; French: Vieille Alliance; Scottish Gaelic: An Seann-chaidreachas) was an alliance made in 1295 between the kingdoms of Scotland and France against England. The Scots word auld, meaning old, has become a partly affectionate term for the long-lasting association between the two countries. Although the alliance was never formally revoked, it is considered by some to have ended with the signing of the Treaty of Edinburgh in 1560.
The alliance played a significant role in the relations among Scotland, France and England during those 265 years. The alliance was renewed by all the French and Scottish monarchs of that period except Louis XI. By the late 14th century, the renewal occurred regardless of whether either kingdom was at war with England at the time.
The alliance began with the treaty signed by John Balliol and Philip IV of France in 1295 against Edward I of England. The terms of the treaty stipulated that if either country were attacked by England, the other country would invade English territory. The 1513 Battle of Flodden, where the Scots invaded England in response to the English campaign against France, was one such occasion. Thomas Randolph, Earl of Moray, negotiated the renewal of the alliance in 1326. The alliance played an important role in the Wars of Scottish Independence, the Hundred Years' War, the War of the League of Cambrai and the War of Rough Wooing.

I took this last summer outside the Philippine consulate at 30 North Michigan Avenue in Chicago. I posted this on Facebook on June 12, the day the Philippines celebrates its independence from Spain. I didn't realize I haven't posted it here (at least I don't think so). When you haven't gone out to take photos in weeks, it's back to the archives :) .
Mabuhay (pronunciation: mah-BOO-high) is a Tagalog word used to exclaim "long live". The expression is most often used at toasts (cheers!) during gatherings and parties, at rallies, political conferences, or for praising notable individuals. It is also an expression used in welcoming guests and a way of showing hospitality. The root word buhay means life.
i have a growing facination with china, especially now that i'm moving all of my photos over to www.striatic.fotolog.com.cn and deleting my flickr account.
this building is sort of out of the way, and yet large and functional looking .. it's right on the river, so i suspect they chose the location for that reason.
