I think it's the woman. She is not drinking at all and seems to be taking advantage of the intoxicated patrons in the saloon. She is holding the best possible hand while the man's ace does nothing to help his hand. You can see that he is upset when he finds out that he is being outsmarted by a blonde, especially since she has taken most of his poker chips. Through his expression, you can almost see him saying in a redneck accent , "Hey! What the heck is goin' on here?" The woman seems embarrassed that she has been caught and holds her head down in shame.
