On Sept. 10 at the New Castle County Public Safety Building, Governor Carney signed three bills aimed at fighting the addiction epidemic and saving lives in Delaware, giving credit to advocates for their "consistent message to us to do what we need to do." All three bills are priorities of the Behavioral Health Consortium, led by Lt. Gov. Bethany Hall-Long, and are part of that group's Three-Year Action Plan. The bills, sponsored by Sens. Stephanie Hansen and Bryan Townsend and Reps. David Bentz and Helene Keeley, will:
•Create the nation's first overdose system of care to improve care, treatment and survival of patients who overdose.
•Link specific patient care data related to overdose collected by DHSS' Office of Emergency Medical Services or the state epidemiologist with data in the Prescription Monitoring Program (PMP).
•Encourage prescribers and patients to use proven non-opioid methods of treating back pain.
Dr. Karyl Rattay, director of DHSS' Division of Public Health, said the complex opioid crisis requires a complex response in reducing its impact. She said the overdose system of care will better equip first responders and better connect people suffering non-fatal overdoses with treatment options. Dr. Sandra Gibney, an emergency department physician at St. Francis, said in every hospital in Delaware people who suffer an overdose are “given a single dose of Narcan and go home often within an hour." She told Governor Carney, "We will build an overdose system of care.”

People who have been through an addiction who are willing to talk about their recovery process will often talk about how the simple fact of feeling like they were helping someone else made a huge difference for them. Addicts often get to a point in life where they feel like they can’t help anyone, least of all themselves, and it can easily lead to depression, which combined with an addiction can be lethal.

That part of life when somebody is just like a drug too you. Like a simple little kiss could make you feel as if you're flying up with the birds. Maybe even a touch. You just want more. But is it good for you? To want somebody there every second of your life, and just wanting more and more of them?
Dependence is something you can't avoid. It feels good to be with them but it's not good for you, or them.
It's a drug. A drug called love.
