13kv & 4kv hasn't been changed in many years.

I think they are clipped to the wire to make them easier to see. They were only on the wire above the canal, where fisherman may catch something they didn't want.

This is telegraph wire, around 110 years old, along 3rd Street in Oakland CA. From the green patina I'm guessing it's some copper alloy.
