On Wednesday 23rd November Students at Cambridge University disrupted at talk by David Willetts, the Minister for Universities and Science, entitled "The Idea of a University". They used the "people's microphone" to broadcast their view of the higher education white paper and the future of universities, preventing Willetts from giving his speech.

When your niece's friend volunteers for a portrait, you strike when the iron is hot. We had about 10 minutes before they headed out to dinner, so I kept it simple. There is a ring flash on the camera, and when it hits something against a white seamless, this is the result. It makes a fun little grey shadow around your subject. The only involved part of this sort of portrait is the timing. You have to prefocus on your subject, as she will be moving, and the camera will not have time to focus in the ambient light. I just told her to fling her hair up, and try to focus on the camera when she comes up. Oh, I also asked her to emote some sort of emotion.............not easy when your face is flying around. We started off with some side-to-side turning, but I preferred the standing hair version. Oh, she also does not speak English, so her mother had to interpret for me. A short but sweet little shoot. Local Indigenous people rallied together in Olympic Plaza Monday afternoon to protest bills being passed by the Federal Government that change Indigenous rights and treaties. The protest calls the new bills Whitepaper 2.0, referring to PM Pierre Trudeau's attempt at changing the status of Indigenous persons with the Whitepaper proposal of 1969.
בזמן שהעולם טרוד במגפת הקורונה, ועם הרבה פחות יחסי ציבור, הכריז אתמול (יום חמישי) פרויקט המטבע הדיגיטלי Libra, שאותו מובילה חברת הרשתות החברתיות פייסבוק, על שינויים מהותיים במתווה שלו, פחות משנה לאחר השקתו המתוקשרת. השינויים בפרויקט ליברה, שבמסגרתם יוסרו כמה מהמרכיבים היסודיים שלו, נעשים בניסיון של הארגון העומד מאחוריו לקבל את "ברכת הדרך" מרגולטורים בעולם.
ארגון ליברה (Libra Association) הפועל משווייץ, שבו שותפים כיום 22 גופים בינלאומיים יחד עם פייסבוק, איבד מאז שהושק ביוני 2019 שמונה מהגופים הגדולים שהיו שותפים בו, כולל חברות כמו ויזה, וודאפון, איביי ופייפאל, לאחר שבארה"ב ובכמה ממדינות אירופה הועלו חששות מכך שמיזם המטבע הדיגיטלי עלול לפגוע ביציבות המוניטרית או לאפשר הלבנת הון. באוקטובר האחרון ספג מארק צוקרברג, מנכ"ל פייסבוק, ביקורת חריפה מחברי הקונגרס האמריקאי, כשהופיע בפניהם לשימוע בנוגע לתוכניות המטבע הדיגיטלי של ליברה.
כחלק מהשינוי היסודי שהוכרז אתמול, יהיו יעדיה של רשת התשלומים החדשה, שאותה ארגון ליברה עדיין מתכנן להשיק עד לסוף שנת 2020, חדשניים פחות מכפי שהוגדרו בתוכנית המקורית של הפרויקט. על פי התוכנית החדשה, הרשת תאפשר שימוש במבחר מטבעות דיגיטליים יציבים (stablecoins), שכל אחד מהם יהיה צמוד לערכו של מטבע פיאט (מטבע ריבוני) אחד בלבד, כמו דולר או אירו, למשל.
לצד אותם מטבעות יציבים, יהפוך ליברה – המטבע הדיגיטלי המגובה בסל מטבעות פיאט, שבו התמקד הפרויקט בראשית דרכו – למרכיב פחות בולט באותה רשת תשלומים. על פי המתווה החדש, סל המטבעות שאליו יוצמד ערכו של המטבע ליברה יורכב מאותם מטבעות דיגיטליים יציבים שישמשו את רשת ליברה, ולא ממטבעות פיאט "רגילים", כפי שתוכנן במתווה המקורי של הפרויקט.
ב"ספר הלבן" (whitepaper) החדש שפרסם אתמול פרויקט ליברה, ובו מוצג מתווה הפרויקט, נכתב כי "מטבע ליברה (LBR) לא יהיה נכס דיגיטלי נפרד מהמטבעות היציבים (stablecoins) החד-מטבעיים (single-currency). תחת שינוי זה, מטבע ליברה יהיה פשוט חיבור דיגיטלי של כמה מאותם מטבעות יציבים שיהיו זמינים ברשת ליברה".
נוסף על מטבעות צמודי דולר (LibraUSD) וצמודי אירו (LibraEUR), רשת התשלומים של ליברה צפויה לכלול בשלב ראשון גם מטבעות צמודי ליש"ט (LibraGBP) וצמודי דולר סינגפורי (LibraSGD). לפי ארגון ליברה, כל אחד מאותם מטבעות יציבים יהיה מגובה במזומנים או בשווה מזומנים ביחס 1:1 למטבע הפיאט שאליו הוא צמוד, נוסף על עתודות הון שישמשו לו "כרית ביטחון". הארגון הוסיף כי רשת התשלומים של ליברה תתמוך בעתיד גם במטבעות דיגיטליים שיונפקו על ידי בנקים מרכזיים (CBDC) – אפשרות שבנקים מרכזיים בסין, בשווייץ ובמדינות אחרות בעולם ממשיכים לבחון מקרוב.
הרשת לא תהיה "נטולת הרשאות"
ארגון ליברה הוסיף עוד שינוי יסודי במתווה הפרויקט, שמרחיק אותו באופן משמעותי ממטבעות קריפטוגרפיים כמו ביטקוין. המתווה החדש מוותר על השאיפה של ליברה להפוך לרשת תשלומים "נטולת הרשאות", כמו רשתות בלוקצ'יין ציבוריות, שבהן כל אחד יכול להשתתף ולאף גוף יחיד אין שליטה מרכזית. דיוויד מרכוס, המנהל המוביל את פרויקט ליברה בתפקידו כמנהל Calibra, חברה בת של פייסבוק, הסביר אתמול כי "המעבר לצורת ממשל נטולת הרשאות, כפי שתוכנן במקור, יוחלף ביצירת רשת פתוחה ותחרותית המונעת על ידי השוק".
הוויתורים על כמה מהמאפיינים המקוריים של פרויקט ליברה נעשים בעקבות תהליך שבו התחיל הארגון לפני כמה חודשים, לאחר שהגיש בקשה ל-FINMA, הרשות המפקחת על השווקים הפיננסיים של שווייץ, לקבלת רישיון להפעלת מערכת תשלומים. בתוך כך, ביום שלישי האחרון פורסם דוח של מועצת היציבות הפיננסית של פורום G-20, ארגון של 20 הכלכלות הגדולות בעולם, שבו הוא קורא למדינות החברות בו לקבוע מדיניות שתבטיח כי מטבעות דיגיטליים, הניתנים לשימוש בינלאומי, יוכנסו תחת פיקוח רגולטורי מלא.
במסגרת המתווה החדש, הודיע ארגון ליברה כי יקים "יחידת מודיעין פיננסי" שתפקח על רשת ליברה, כדי לתת מענה לחששות מפני אפשרות של ביצוע הלבנת הון או מימון טרור באמצעות הרשת. "אנו מקווים שעד לסוף 2020 מערכת התשלומים של ליברה תקבל רישיון", אמר אתמול דנטה דיספרטה, סגן יו"ר הארגון.
השינויים שעליהם הכריז אתמול ארגון ליברה עדיין מעוררים לא מעט שאלות בנוגע לפרויקט. כלכלנים בעולם העלו חששות כי המעבר למטבעות דיגיטליים הצמודים למטבע יחיד, במקום לסל מטבעות, עלול להוסיף למשתמשים ברשת ליברה עלויות של המרת מטבע. חשש נוסף הוא שרשת ליברה תתקשה להתחרות ברשתות תשלומים בינלאומיות קיימות, אם היא תגבה עמלות ממשתמשיה. כמו כן, לא ברור בדיוק איך ומהיכן יובאו עתודות ההון שאמורות לשמש כרית ביטחון לרשת המטבעות הדיגיטליים החדשה.
