Rapid increases in public debt have emerged recently in low-income countries while development needs remain large. The drivers of rising debt vary greatly across countries: for some, it has been driven by scaling-up of public investment; for others, adverse commodity price shocks are to blame, while a third group of countries have followed still imprudent fiscal policies. Flat—if not falling—official development assistance and an increasingly diverse group of multilateral, bilateral, and private lenders have accompanied the debt escalation. This seminar panel will discuss (1) various debt drivers across countries; (2) financing needs for development; and (3) how national authorities, multilateral and bilateral partners, and private creditors can strike the right balance between development spending and containing debt vulnerability. Giant panda (Ailuropoda melanoleuca) Xiao Liwu, or "Mr Wu" for short is a bamboo eating machine! He was born on July 29, 2012 to mother Bai Yun and father Gao Gao. He currently lives at the San Diego Zoo.

These are the whorled leaves of the Daisy Tree, a vulnerable-to-extinction shrubby bush. This species, the Longhaired scalesia (Scalesia villosa), is unique to Floreana Island and the nearby islets of Champion, Enderby, Caldwell and Gardner-near-Floreana. I took this photograph on the northern end of Floreana Island (Isla Floreana)(Charles Island), 170 feet (52 meters) inland from the beach and west of Punta Cormorant (Cormorant Point). The age and vulnerability of the RF-101C Voodoo was apparent by the Vietnam War. As losses rose among the Voodoo community, the USAF sought a faster and newer replacement. The solution turned out to be yet another variant of the eminently adaptable F-4C Phantom II. The basic airframe was retained with a new nose, with three cameras placed inside. As the RF-4C was meant to be unarmed, it was not necessary to retain the multimode interception radar of the F-4C, and the RF-4C used the smaller AN/APQ-99 navigation radar. Lighter and more aerodynamic than the F-4C, the RF-4C proved to be the perfect replacement for the RF-101 and remaining RF-84F Thunderstreaks in USAF service. It entered service in 1965.
The RF-4C would be the last dedicated manned tactical reconnaissance aircraft in USAF service. They were used extensively over Vietnam, and in active-duty USAF squadrons until the late 1980s, when they were relegated to Air National Guard units. The last two squadrons of ANG RF-4Cs saw service during the First Gulf War, after which they were retired completely. A number were supplied to foreign air forces afterwards, but the RF-4E (built off of the early F-4E variant) remains the primary foreign RF-4 version.
Dad photographed this aircraft at Sembach in 1980. As the ZR tailcode indicates, this is a 26th TRW RF-4C. By this time, the USAF was beginning to adopt subdued tailcodes, though they retained full-color insignia and light gray undersides with the standard Southeast Asia-style camouflage. This one also carries a "towel-rack" LORAN navigation antenna atop the fuselage.
68-0595 later was transferred to the 190th TRS of the Idaho ANG and was retired in 1988. it was probably scrapped in 2009.
One of the stunning grassland species of bush frogs endemic to the grasslands of Western Ghats. Initially described from the Kodaikanal region this species this species is classified as Vulnerable. The distribution of this species has to be updated. The IUCN status also has to be re-assessed.
Came across a good number of this species in the grasslands of Munnar, Kerala. There were almost as common as the Pseudophilautus species.
The one photographed here is a female. It was moving in the direction of a male calling from deep inside a grass thicket. We couldn't find the male but his presence was loud and clear.
One of the assessed village in the Central Highlands region mainly constituted by ethnic minorities groups with clear sign of drought explained by the dry landscape. Ethnic minorities groups are often considered the most vulnerable in Viet Nam and usually the one receiving most of the support from the .

Vulnerability has it's beauty, daintiness and frailty, but it's also dark and overpowering. I've found myself feeling like this a lot lately as well as feeling a loss of creativity. I've been so overwhelmed trying to do my best at the 'social norms' between school and work, that I've disregarded the things that make me happy. I was working on brainstorming concepts for one of my classes, and I was hitting that brick wall. I wasn't finding anything to create that I was actually passionate about, that I really cared to put some time and effort into. So after days of beating my head into this wall, it hits me, why not make that wall, show the vulnerable and anxious feelings that I've been having. Ergo, this photo. Sure it's not perfect, but what about our weaknesses are? I have a long road ahead of me, a lot of life changing decisions to be made in a very short period of time, but at least I won't look
back and regret not taking a chance.
