DHSS Secretary Rita Landgraf and Children’s Department Secretary Jennifer Ranji joined other state officials and nonprofit providers for a July 28 panel discussion on transforming trauma-informed practice into systems at the Chase Center.
Secretary Landgraf said part of DHSS’ mission is to protect vulnerable populations, and people who experience trauma – including individuals with serious and persistent mental illness, addiction or developmental disabilities -- are among the most vulnerable. DHSS, which received a five-year trauma grant from the Substance Abuse and Mental Health Services Administration, is embedding trauma-informed care throughout the department, including trauma peer supports specialists. As a survivor of sexual abuse as a child, Secretary Landgraf said, “It’s a journey. I know how to protect myself. And you can survive from trauma and you can thrive from trauma.”
Secretary Ranji said many of the 8,000 children that the Children’s Department serves each year have experienced trauma. “You can call it Trauma Central … We also know there is tremendous potential for healing.” The department has added a director of trauma-informed care, a trauma council and is training staff, providers and parents about the impact of trauma and how to treat it.
Dr. Marc Richman with the Department of Correction said, “Trauma is everywhere. It’s like a wake – it affects everything.” Dr. Richman said the vast majority of inmates have experienced trauma, and DOC wants to change its intake procedure to reflect not only physical trauma, but emotional trauma, too. Of DOC Commissioner Robert Coupe, Dr. Richman said, “He’s about treatment.”
The three state officials were joined by representatives of Children and Families First, Thresholds, and People’s Place II. The panel discussion was part of the two-day Resilience on the Riverfront: Transforming Trauma Conference at the Chase Center.
GPE leadership, education advocates, GPE youth leaders and ministers of education from more than 15 partner countries came together for a pre-summit at the UNESCO Headquarters in Paris. The pre-summit was an opportunity to “harness the evolving discussions and generate greater momentum in the lead up to the Summit in September”.

Crucé el Pacífico desde Panamá con la ilusión intacta y la cámara lista, sin saber que Odaiba me recibiría como un sueño futurista anclado sobre el agua. Al llegar, el aire parecía distinto: una mezcla de brisa marina, tecnología y asombro. Y allí, frente a DiverCity Tokyo Plaza, apareció ante mis ojos el Gundam Unicorn, monumental, blanco y colosal, como un guardián silencioso del mañana. No era solo una estatua: era un símbolo vivo de la cultura japonesa y del anime que marcó generaciones.
Cuando comenzó el show de movimiento, el tiempo se detuvo. El Unicorn Gundam se transformó, iluminándose con destellos rojos mientras su estructura se abría en un ritual mecánico hipnótico. A mi alrededor, miles de turistas y fanáticos —muchos devotos de Gundam Wing y de las distintas sagas del universo Gundam— observaban con la misma emoción contenida. Pensé en cómo Mobile Suit Gundam Unicorn, parte del Universal Century, había expandido la mitología iniciada en 1979, conectando guerras espaciales, ideales humanos y conflictos morales que hoy se elevan, literalmente, en este rincón de Tokio.
Odaiba se desplegó entonces como un escenario perfecto para el viajero curioso. Entre paseos junto a la bahía, centros comerciales futuristas y vistas nocturnas que reflejan la ciudad sobre el agua, descubrí una experiencia lúdica única: un recorrido de stamps o sellos conmemorativos, dispersos por la zona, que permiten armar una postal especial del Gundam Unicorn. Cada sello era una pequeña victoria, un recuerdo tangible de haber estado allí, del otro lado del mundo.
Caminé hasta encontrar la Estatua de la Libertad de Odaiba, una réplica inesperada que dialoga con el skyline japonés, y luego levanté la mirada hacia el edificio esférico de Fuji Television, ícono de la arquitectura moderna y del poder mediático de Japón. Todo coexistía en armonía: el anime, la televisión, la historia reinterpretada y el futuro imaginado.
Desde mis ojos de turista panameño, Odaiba fue más que un destino: fue una revelación. Me enamoré de Tokio en ese instante, de su capacidad de sorprender, de honrar su cultura pop y convertirla en patrimonio vivo. Cada fotografía que tomé buscó capturar esa primera impresión irrepetible, para hoy compartir contigo estas imágenes documentadas, nacidas del asombro y del viaje que comenzó al cruzar el océano… y terminó robándome el corazón.
