Prime Minister Dr. Ngirente Edouard officiated the opening of the 2nd Economic Forum. This forum is part of the Transform Africa Summit 2019 that is being held at Kigali Convention Centre, from May 14 - 16, 2019.
The forum brings together Ministers from across the African continent, together with Technology Business Leaders and other delegates operating in the new technologies from all over the world.
In his remarks, the Premier welcomed to Rwanda all delegates. He reminded them that the forum originated from the desire for African governments and the private sector to create a single continent-wide digital market. He added that this market will enable Africa to fully reap the benefits of the digital transformation, attracting large scale investments and creating jobs.
He recalled that Africa has the fastest growing youth population who are considered as an opportunity to optimize adoption of technologies as the younger generation is eager to embrace the digital era:
“This is where we see the value for Start-ups. Globally, start-ups play a significant role in economic development. They bring new ideas to the table, much needed to stimulate innovation and generate competition. Across the world, start-ups are currently being championed by the youth who are actively creating jobs and transforming their communities.” Premier Ngirente explained.
The Prime Minister further reminded the importance of technology in offering opportunities to realize the integration of the continent faster and smarter. He urged all delegates to use their expertise and advise Africa on how it can accelerate its sustainable socio-economic transformation. He ended his remarks in reiterating the commitment of the Government of Rwanda to the realization of Smart Africa’s vision.

Prosperidad Social y ProPacífico, en representación del sector privado, lanzaron este viernes, en Valle del Cauca, el programa Jóvenes Transformadores: empleo y emprendimiento pa’ vos. Es una intervención integral enfocada en la generación de empleo formal y de emprendimiento para la población joven en condición de pobreza y pobreza extrema en el departamento.
“Apoyaremos a jóvenes entre 18 y 28 años, en condición de pobreza y alta vulnerabilidad, a través de una transferencia monetaria condicionada mensual de 500 mil pesos: es la más alta entregada por el Gobierno nacional. Busca asegurar la permanencia en la ruta de intervención, dirigida al cierre de brechas, para contribuir a la reactivación económica del territorio y a la generación de ingresos”, dijo Susana Correa Borrero, directora de Prosperidad Social.
Con esta nueva iniciativa, el Gobierno acompañará a 6.700 jóvenes en Cali, Jamundí, Palmira, Candelaria, Yumbo, Buga y Buenaventura. Brindará procesos de formación y capacitación en habilidades para la empleabilidad y el emprendimiento. Además, los jóvenes recibirán formación y acompañamiento psicosocial para fortalecer su proyecto de vida. El Gobierno invertirá cerca de 32.000 millones de pesos en el programa.
La alianza con ProPacífico se da en el marco de la iniciativa Compromiso Valle. “Es una iniciativa que nace tras un proceso de escucha activa y construcción colectiva, por parte de ciudadanos, empresas de todos los tamaños y fundaciones. Buscamos contribuir, con programas como Jóvenes Transformadores, a que los jóvenes de la región sean parte de la reconstrucción del tejido social y puedan acceder a mejores oportunidades, que transformen sus vidas”, dijo María Isabel Ulloa, directora ejecutiva de ProPacífico.
En el evento de lanzamiento del programa participaron Susana Correa, directora de Prosperidad Social; Lina María Arbeláez, directora del ICBF; María Isabel Ulloa, directora de ProPacífico; Ana María Palau, alta consejera para las regiones; Juan Sebastián Arango, consejero para las juventudes; y empresarios de la región. Los jóvenes participantes realizaron diferentes actividades pedagógicas y deportivas.
“Nuestro objetivo está centrado en la consecución de nuevas oportunidades de empleo para los jóvenes de Valle del Cauca y de todo el país, en el marco de la reactivación económica. Queremos darles acceso efectivo y permanente al mercado laboral y fortalecer emprendimientos que contribuyan a la generación de ingresos y al cierre de brechas de la población joven”, dijo Correa Borrero.

Le rugby à sept (VIIs dans les pays anglophones) est la variante du rugby à XV qui se joue par équipes de sept joueurs sur le terrain (plus les remplaçants). Le rugby à sept reprend les caractères communs du rugby à XV : deux équipes qui se disputent un ballon ovale, le ballon joué à la main (passes) ou au pied (coups), des formes de mêlées et de touches, un objectif qui consiste à marquer plus de points que l'adversaire en réussissant soit des essais soit des buts.
Le rugby à sept est originaire d'Écosse et s'est développé dans la seconde moitié du XXe siècle dans les pays anglo-saxons (Afrique du Sud, Nouvelle-Zélande, Australie, Royaume-Uni), puis en France. Le 9 octobre 2009, le rugby à sept est devenu un sport olympique qui figurera au programme des Jeux olympiques de Rio de Janeiro 2016.
Les règles de base du rugby à VII sont fondées sur celles de son homologue à XV. Les différences y sont, comme on peut s'y attendre, principalement liées au nombre réduit de joueurs. La liste de variations officielles est détaillée dans un document 5 de World Rugby. (Ci-dessous, les notes entre parenthèses indiquent la version correspondante du rugby à 15.)
Joueurs : Il ya 7 joueurs sur le terrain (15). Hors terrain, 5 remplaçants (7) et 3 remplacements possibles (7) au maximum sont permis. Un joueur remplacé ne peut revenir en jeu sauf en cas de blessure ouverte ou saignante (c'est possible à 15). Les mêlées se font avec 3 avants (7) par camp. Comme au rugby à XV, les joueurs sont classés par poste : en ligne avant, 2 piliers & 1 talonneur qui forment la mêlée ; en lignes arrières, 2 demis de mêlée et d'ouverture, 1 centre, et un ailier-arrière. Du fait que le terrain est le même qu'à 15, la faible densité de joueurs rend le jeu plus dynamique et les essais beaucoup plus fréquents. De ce fait également, le gabarit des joueurs est moins massif.
Temps de Jeu : Un match est joué en deux mi-temps de 7 minutes (40) au plus de temps de jeu (non arrêté), avec une pause de 1 minute au plus (10 à 15) pour changer de côté. Une finale de tournoi peut durer 2 fois 10 min, avec au plus 2 min de pause. En cas d'égalité (match nul), ce temps de jeu est suivi d'une ou plusieurs prolongations de 5 min jusqu'à ce qu'une équipe l'emporte par les premiers points marqués (ordinairement 2 prolongations de 10 min, puis tirs au but).
Marque : Une transformation se fait par coup de pied tombé (anglais drop goal), dans les 40 secondes (ordinairement par coup de pied placé, et 60 s). L'équipe qui a marqué effectue la remise en jeu (c'est l'adversaire qui remet en jeu), par un drop goal qui doit atteindre la ligne des 10 mètres adverse. En prolongations, les premiers points marqués déterminent le vainqueur final.
Arbitrage : Il y a un juge d'en-but par côté (les juges de touche vont dans l'en-but) qui aidé par un juge de touche signale le passage de pénalités et transformations. Un joueur exclu temporairement pour anti-jeu ou jeu dangereux (carton jaune) l'est pour une durée de 2 min (10 min) : une telle suspension engendre une faiblesse très sévère de son équipe du fait qu'1 joueur sur 7 est exclu (1 sur 15). La règle de l'avantage est rapide, durant habituellement un temps de jeu (plusieurs). Nombre de pénalités suivant des fautes de jeu se font par un tir libre (free kick) du centre de la ligne médiane (proche du lieu de la faute), au choix à la volée ou en drop goal (en coup de pied placé). pour un tir au but, cela doit se faire dans les 30 secondes (60 s)

Oldham Council’s ambitious plans to transform the Old Town Hall into a cinema and family entertainment venue have cleared the final planning hurdle.
Eric Pickles, the Secretary of State for the Department of Communities and Local Government (DCLG), has now given the green light to the Local Authority’s regeneration scheme for the site.
The Old Town Hall’s status as a Grade II-listed building meant that Oldham Council – whose planning committee approved the scheme in mid-September – was required to seek Listed Building Consent from the DCLG.
The plans were drawn up by BDP to capitalise on the venue’s town centre location and to sympathetically conserve as much of the existing building as possible.
The approved scheme is a vision to restore it a civic ‘jewel’ in a redevelopment that re-uses and extends it to include a new cinema, cafes, restaurants and retail outlets.
The DCLG’s decision means talks with potential developers and partners can now proceed in full confidence.
Jim McMahon, Oldham Council Leader, said: “This is excellent news and a crucial milestone in our plans for Oldham town centre.”
“The decision shows we did our preparatory work well. It was absolutely vital that we consulted the public about our plans and also that we acted to preserve the building’s status by working closely with English Heritage.
“Oldham needs a cinema and family entertainment venue and we believe the Old Town Hall site offers a fantastic opportunity to deliver that in a unique and historic setting.
“These plans are absolutely integral to our vision for the wider town centre and – following our recent ‘Invest in Oldham’ event in London – we’re now in discussions with potential developers and commercial partners to bring this vision to life.”
