the scene was real; the effect is manipulated
To achieve this effect I simply duplicated the layer and added a gaussian blur filter, then used a soft eraser in the center to reveal the lower layer. I also used the burn tool around the edges.

Oyster Fishing boats in many states of usability along the working Florida Coast. It was the only sunrise I got up for while on vacation, and it was worth it.

Nowadays, it's called a hex wrench; it's used for putting hexes on things. Photo taken with off-camera flash, using green paper as background. Focus is on the face of the short end of the wrench.
