From an anonymous tipster: On July 20th, Gavin "was apparently making rounds to get signatures putting him on the ballot for re-election when he came into the Cafe bar on Market street. He walked up to the table where I and a few of my friends were sitting, put his arm around a couple of my female friends and said, ‘I need to see you guys’ IDs.’ It was a surprising excuse for a joke considering his history of alcohol problems and the underage drinking of his ex-girlfriend. All in all he was behaving very strangely, acting like he was drunk in my opinion."

Arnold is a white male, 5 feet 7 inches tall weighing 130 pounds with brown hair and brown eyes. He has tattoos on his chest, abdomen, left shoulder arm and hand, and right shoulder. He also has a scar on his neck. Arnold has previously used the aliases of Jon Arnold and Jeffrey Hendrick. His current whereabouts are unknown, but he has previously lived in the Springfield area.
