-State House, May 3, 2011 - State Auditor Suzanne M. Bump testified today before the Joint Committee on State Administration and Regulatory Oversight in support of House Bill 5, An Act Relative to Vendor Contracts. The Auditor’s Office wrote and filed the bill.

 

Vendors and grantees who do business with the state do not always provide all services themselves and frequently enter into subcontracts with third-party entities. The law however does not specifically provide for review of these subcontracts. House Bill No.5 would clarify that these subcontracts are subject to review by the State Auditor, when a contract is funded by the taxpayers.

 

“As the new State Auditor I am intent upon raising the professional parameters under which we work to protect the taxpayers of the Commonwealth,” said Auditor Bump. “House Bill 5 would enhance our ability to perform our job as the state’s fiscal watchdog.”

Many people testified, largely about proposed parks in West Olympia, and in the area of downtown known as the Isthmus.

 

I arrived at the meeting after it had already begun. And I also haven't read the park plan update proposal. I didn't hear anyone at the meeting testify about the need to develop urban areas for agricultural purposes. Although it seems that the parks plan would be a sensible place for the City to have a position on this. And it also seems to make sense for the City to adopt an assertive policy of promoting sustainable urban community organic gardening.

 

Personally, I would like to see an emphasis in the parks plan, and otherwise in city policy, on, in no particular order here, a) the development of corridors—trails interconnecting bicycle/pedestrian pathways {this includes a trail to connect the new Westbay park with downtown Oly,} b) natural areas and wilderness, c) urban organic gardening and farming, and d) the development of a park on the Isthmus (my preference for this park would be so that it would be as close to natural as possible—in effect a re-wilding of the landscape—the reason being out of basic respect to the area as it once existed, and was experienced by members of the Nations of First Peoples, prior to colonization by Europeans.)
