These are templates for constructing the tessellation. Each layer uses the same pattern in a different orientation. To get all the orientations you need four copies of the template on the left: one copy as shown, one mirrored left to right, one mirrored top to bottom and one mirrored left to right AND top to bottom. You also need two copies of the template on the right: one copy as shown and one mirrored left to right.
If all that sounds too complicated, you could just make six copies of the same template and rotate each layer 60 degrees from the previous one as you stack them. The Overall piece won't be rectangular anymore, but it should look nice nonetheless.
Cut out the blue parts and discard them; it's the pieces of paper with all the holes cut into them that you want. Stack the layers making sure the orientation of each is correct and the holes are aligned. It's a bit tricky to get the alignment precisely right. I carefully laid the papers on top of each other one at a time, fixing each layer with a small piece of double sided tape as I went. Be careful to get the orientation right for each layer. It's easy to get them mixed up. You may have to take the layers apart and rotate or flip one of the pieces if the final image isn't right.

Heavy-duty template plastic. I traced the pieces with a fine-tip sharpie and cut them out with very sharp (but not my fabric) scissors. The keys to making accurate templates are:
1. Trace as perfectly as possible. I used a ruler to help with the straight lines.
2. Leave a little (almost 1/4") space between the templates when you trace them onto the sheet. That will give the plastic more stability when you're cutting them out because you want to be able to...
3. Cut each side with a long, smooth cut. If you chop-chop with your scissors, you'll get a crooked edge.
4. Finally, cut through the middle of the lines you drew. Not inside them, not outside them. Slice those babies in half!

This is a scale focus camera with a collapsible Anastigmat 50mm f/3.5 lens. It doesn't have a self-capping shutter so the lens must be covered when winding. Exposure time can only be set when the film is partially advanced. In other words, this is an extreme exercise in patience - even loading film involves a template and a pair of scissors!
