It’s a black musician (playing some kind of wind instrument and a drum simultaneously), from the 1493 Flemish painting Festival of the Archers (full image here). I’m afraid I don’t know anything about the figure in question or the painting more generally as we only briefly looked at it for a seminar on civic guilds, but I figured it might be of interest to you and your readers!

Tom Prout, general manager and secretary-treasurer of Ausable Bayfield Conservation Authority, is shown in front of the office of the administration centre at Morrison Dam Conservation Area, east of Exeter.
