State of the NYPD
Earlier today, more than 250 New York City Police Foundation supporters and NYPD executives gathered in the ballroom of the Mandarin Oriental hotel in Columbus Circle to hear Police Commissioner Bratton deliver his “State of the NYPD.” The annual breakfast, sponsored by the New York City Police Foundation was an opportunity for Commissioner Bratton to highlight major initiatives, outline reforms, tout recent successes, and communicate the Department’s direction to the people of New York.
The NYPD is an agency that is changing how it does business—changing how it connects with the public, how it relates to its officers, and how it keeps the residents, visitors, and workforce of this city safe. Occurring across multiple platforms, these changes reflect the new standards of professional law enforcement—here and across the nation.
Attendees at the breakfast heard updates on technology roll outs, training modifications, enhanced counterterrorism capabilities, community partnership, and more. Specifically, the Department discussed the expansion of the Neighborhood Policing patrol model to 20 precincts and housing commands, with more to come in the months ahead. The patrol plan frees up personnel and other resources to focus on underlying issues in a neighborhood that fuel much of an area’s crime and disorder. To do this, a free exchange of information must be maintained, and that is only possible when cops truly become a part of the community they serve. The Community Partners Program, supported by the Police Foundation’s Model Precinct initiative, got these conversations started.
The NYPD also issued the Police Commissioner’s Report, a comprehensive overview of Department bureaus, programs, and innovations accomplished over the past two years. It is an extension of last year’s Plan of Action, detailinghow those plans have been put into practice.
The New York City Police Foundation has been collaborating with the NYPD for 45 years, supporting innovative public safety programs that make New York City a safer place to live visit and work. Foundation programs address officer safety, effectiveness, training, community engagement, technology, and counter terrorism. Mayor Bill de Blasio and Police Commissioner Bill Bratton presided over a ribbon cutting ceremony today to dedicate the new NYPD Police Academy in College Point, Queens. NYPD leadership, Department of Design and Construction Commissioner Dr. Pena-Mora and academy recruits were all in attendance for the ceremony that took place on the muster deck of the state-of-the-art building. The groundbreaking for the building took place in December of 2009 and the first class of recruits to be trained in the facility began in January 2015.
Over twice the size of the old police academy that is located in Manhattan, this new facility provides capacities, such as mock court rooms and subway and housing training environments. For recruits in the academy, promotes, officers going into specialized unit, and anyone going to in-service training, the building is a major step forward as the NYPD continues to be a national leader of policing in the 21st century.

Seventeen officers and their four-legged partners graduated training today in a ceremony held at the NYPD Police Academy in College Point, Queens. Fifteen of the dogs and officers will be patrolling New York City's subway system as part of the NYPD Transit K9 Team, ensuring the safety of the nearly six million daily riders. Two of the dogs and officers are members of a partner agency, the CSX Police. The 17 canines have all been named for fallen members of he NYPD, fulfilling our promise to never forget our heroes.
The NYPD Transit Bureau Canine Unit has a new supervisor, and she’s packs quite a bite. “Shaunie” is among today's graduates and is named after fallen NYPD hero Police Officer Shaun Mahoney, who succumbed to 9/11-related illness in December 2014. Shaunie holds several high proficiency certifications from New York State, the Department of Defense, the Bureau of Alcohol, Tobacco and Firearms, and the United States Army. She is also the only K9 in the entire Department to wear a sergeant’s shield.

CEREMONY HELD TO UNVEIL 18 NAMES TO THE POLICE MEMORIAL WALL

The NYC Police Memorial ceremony was held today at Battery Park City in Manhattan. Mayor Bill de Blasio, Police Commissioner William J. Bratton, members of the NYPD, community members, as well as family and friends honored 18 fallen New York City members of the Department. During the ceremony, the 18 names were unveiled on the memorial wall.
Of the 18 names, 14 were uniformed officers who died of illnesses developed after responding to the September 11, 2001 attacks: Captain Ronald G. Peifer Sr.; Sergeant Paul M. Ferrara, Sergeant Donald J. O'Leary Jr., Detective Angel A. Creagh, Detective Michael R. Henry, Detective Steven Hom, Detective John J. Marshall, Detective Robert A. Montanez, Detective Second Grade Christopher Strucker, Detective William B. Titus Jr., Police Officer Anthony De Jesus, Police Officer Nicholas G. Finelli, Police Officer Allison M. Palmer and Police Officer Perry T. Villani.
Four members of the service were killed in the line of duty in 2014: Detective First Grade Dennis E. Guerra, Detective First Grade WenJian Liu, Detective First Grade Rafael L. Ramos and Police Officer Michael C. Williams.

Members of the NYPD who serve NYC and our country celebrated the 240th birthday of the Marine Corps today in Police Headquarters. This year’s keynote speaker was Lieutenant General Mark Brilakis.
Honored at the ceremony, was the late NYPD Sergeant Francis “Buddy” Murnane who dedicated his life to serving others. The Sergeant John Coughlin Eagle Globe and Anchor Award was presented to his son Robert, and NYPD police officer. Detective James Connolly, and NYPD Medal of Valor recipient, was presented the Sergeant Michael Curtin Semper Fidelis award for his dedication and bravery as a police officer and a Marine. Also in attendance was World War II veteran and retired NYPD deputy inspector Ray Hart and former New York City Mayor David Dinkins.

Located on 53rd Street and operational since February, the new facility will be able to house 27 horses and will be home to 37 uniformed members of the department. It’s modernized, with the most up-to-date computers and equipment allowing the department to deliver police services faster and more efficiently throughout the city.
The Mounted Unit traces its origins back to the creation of the NYPD. At that time, they had approximately 800 Calvary officers. The uniforms pay homage to Union Calvary soldiers by mimicking the yellow stripes down the pant legs.

The NYPD cut the ribbon on the new Mounted Unit headquarters building today on the west side of Manhattan. Located on 53rd Street and operational since February, the new facility will be able to house 27 horses and will be home to 37 uniformed members of the department. It’s modernized, with the most up-to-date computers and equipment allowing the department to deliver police services faster and more efficiently throughout the city.

Keeping people safe is what brought Randy to this Job. It’s what brought him and his partner, Police Officer Omar Wallace, to a highway footbridge in pursuit of a dangerous man. They went there knowing the dangers, making a choice that keeping people safe was more important. It’s what we do. And it’s what they did.
