The APEC Climate (APCC) hosted a 5-day training program about producing regional climate data through the application of statistical downscaling techniques from August 22 to 26 in the APCC Headquarters, located in Busan, South Korea. The program benefited 19 people from various APEC economies, who are working in meteorological, agricultural or water resources offices.
Emerging economies often face difficulties producing detailed regional climate data due to insufficient infrastructures and human resources.
statistically, today was supposed to be the most depressing day of the year. Personally, I didn't notice the difference.

Roughly around 325,000 homes across the US are broken into every year, usually in plain view. Altogether there are about 2.5 million burglaries reported and 66% of those are in homes. Most break-ins happen during the day when people are most likely to be out and about.
There are certain things you can do to protect your home in order not to become a statistic. We’ve rounded up 4 tips to protect your home, your family, and belongings better.
Keep valuables out of sight
It’s not difficult for anyone to just walk up and take a peek through one of your windows and see what you have lying around if you don’t have thick curtains or forgot to close them on your way out. While some items are not really meant to be moved around, like a TV screen, others are easier to move and keep out of view. Laptops, mobiles, all other small devices, purses, and wallets can all be put away when you’re out of the house. Even if your purse or wallet is actually empty and the mobile is old, a burglar wouldn’t know that, and it would just be too tempting in their eyes.
Wire up
It doesn’t matter if you live in a building, a house, or own a shop or any other business, you can use a security system to put your mind at ease. If moving into a new home or looking to sell your old one that’s a good time for when to get a wired security system. Having a wired system can increase the cost of your home when selling, and may also have custom made options that wireless security systems do not always offer.
Don’t provide hiding places
Your landscape, tall trees, and bushes are lovely to sit near and under. They provide nice shade on hot days but they also provide more opportunity for thieves and the likes to hide in. Keep shrubs and trees trimmed, at least trimmed enough that they do not block windows. Besides that, don’t leave items outside. Many people will leave a ladder outside after doing some roof repair, for example. This is inviting a would-be thief to the upper floors of a house where windows might be often unlocked.
Change locks when necessary
Anytime you or someone else loses a key to the house, change the lock. You can never be sure if the key was actually lost or if someone got their hands on it, giving them more than easy access to your home. If you rent out a home, it’s also recommended to change locks after a tenant leaves.
You can never be too safe
There really is no such thing as being too safe when it comes to protecting your home. Be an alert homeowner and find out more ways to protect your property. Always keep all doors, windows and the garage locked. You can ask someone you trust to keep a watchful eye if you have to leave home for an extended period. As we say, better to be safe than sorry.

The IRC statistic that especially horrifies me is the one that explains how bad things are in the DRC compared to the rest of sub-Saharan Africa. Bear in mind that the mortality rate in sub-Saharan Africa is already the worst in the world. There are 1,000 more people dying every day in the Congo than the average of the rest of sub-Saharan Africa. And the IRC data shows that diarrhea is one of the top causes of mortality. Nearly half of the total deaths are in children less than five years old, despite the fact that they’re only 20% of the population.

This was the last picture of the night for Gabe and Jesse. I first tried to light it with my strobes but was not able to get the nice even balance I wanted so I went old school. I told them to hold the pose for a few seconds while i took a longer exposure. I believe this was 2 seconds. Since they are farther back even if they were to move slightly it would not be that notable in the picture.

Emerging economies often face difficulties producing detailed regional climate data due to insufficient infrastructures and human resources.

aisa Expose Hollow Tokenism, Statistical Jugglery,.
Political Gimmickry of the 2013-14 Union Budget!.
.
1.3.13 Students, Youth and Women Need Adequate Budgetary Allocations,.
Not Hollow and Cynical Gestures!!.
.
The UPA's Finance Minister tabled the Union Budget yesterday - a budget that comes close on the heels of the government's.
decisions to bring in FDI in the retail sector, to increase diesel and LPG rates and to massively hike railway passengers' fare in.
the rail budget. This is the UPA's last pre-elec·on budget. Mired in corrup·on and corporate loot, and having to face the wrath.
of students and women, the UPA was obviously constrained to try and repack and hide its an·-student, an·-poor agenda. The.
result was the 2013-14 Union Budget, full of hollow tokenisms, and sta·s·cal jugglery, and lacking concrete budgetary alloca·ons.
where they are most badly needed..
.
Cynical Gestures and Tokenism in the Place of Adequate Budgetary Alloca·ons.
.
What the budget really needed to do was to reduce the enormous benefits that super-rich corpora·ons get in the form of tax.
reliefs and waivers; it was necessary to u·lise this money into schemes to fund food security, educa·on, healthcare, women's.
safety, and welfare of the most deprived sec·ons of our society. What did the Finance Minister actually do, a"er making all the.
token references to `inclusive' development, women and youth?.
.
For example, the Finance Minister announced a package of a mere Rs 1000 crore for youth, ostensibly to mo·vate `skill-training'.
to address unemployment! It is supposed to benefit 10 lakh youth. In this era of massive unemployment, and growing casualisa·on.
and contractualisa·on of labour, this package is a cruel joke on the approximately 333 million literate youth of the country! The.
real problem is absence of dignified jobs and rising unemployment, which is a result of the model of `jobless growth' that the.
UPA and the NDA have been following. There is NO lack of `skills' calling for `skill-training' schemes! As it is, 1000 crores is a mere.
pi$ance to address a major problem like unemployment and genera·on of jobs. Mr. Chidambaram, you CANNOT DIVERT the.
demand of dignified employment for India's youth through token `Skill' Cer·ficates and one ·me dole of Rs.10,000 to a chosen.
group of youth in an elec·on year!.
.
The `Nirbhaya fund' for women is probably the most glaring instance of the government's tokenism. What the women's movement.
had been demanding was adequate finds to ensure rehabilita·on centres, fulfillment of medical costs of rape and acid a$ack.
survivors, more judges and courts (to ensure speedier trials); forensic inves·ga·ons facili·es all over the country, and primary.
health care centres in every village, specially equipped to deal with diagnos·cs and care for women. Legisla·ons against violence.
faced by women (such as the Domes·c Violence Act and laws against sexual violence) need to be backed by budgetary alloca·ons..
The Budget should also have announced specific alloca·ons for safe houses and shelters for women who face domes·c violence,.
incest, and for homeless women. There are any number of instances where girls and women facing incest are forced to con·nue.
to stay in the same house as their molester, for want of a safe shelter. Homeless women remain ever-vulnerable to violence on the.
streets. And the few exis·ng shelters are so harsh in their condi·ons that women commonly refer to many of them as `women's.
jails.' For the Government to cynically use Nirbhaya's name for a fund that fails to offer a guarantee of support for all survivors.
of gender violence, is shameful. The Rs 200 crore that has been allocated to the WCD Ministry is again, inadequate as well as.
vague as to its purpose..
.
Similarly, a paltry addi·onal amount Rs 10,000 crore has been allocated for the proposed Food Security Act, which shows the.
government's callous a%tude to this biggest electoral promise made by the UPA in the 2009 Lok Sabha elec·on. Moreover, NO.
extra alloca·on has been made for the UPA's much-touted `flagship' MNREGA scheme. Whether it is for health, educa·on, tribal.
sub-plan, or special component plan for SCs, the budgetary alloca·ons have fallen far short of what is necessary..
.
By contrast, the outlay on defence has exceeded Rs 200,000 crore even as it has been exposed ·me and again, most recently in.
the AW-101 chopper scam, that the defence import/purchase bill is rou·nely inflated to provide for he$y kickbacks..
.
Moreover, the 10 per cent surcharge on the tax-paying super-rich (that too for just one year) is just shallow tokenism compared.
to the `revenue forgone' through tax exemp·on of Rs. 68007.60 crore to the corporate houses during last year. And the total.
`revenue foregone' has reached a whopping 5.73 trillion rupees!!.
.
Sta·s·cal Jugglery and Poli·cal Gimmickry.
.
The Finance Minister and the UPA have also tried to engage in sta·s·cal jugglery to try and fool the people of the country and.
hide their real inten·ons. Take for instance the budgetary alloca·ons in the educa·on sector. The budget claims that the alloca·on.
to the Ministry of Human Resource Development (MHRD) has been increased by 16% over the revised es·mates of the current.
year. What is the reality? During the last year, the STATED budgetary alloca·ons for this crucial sector were ruthlessly slashed.
and exposed to `austerity' drives and fund cuts. Therefore, the revised es·mates and the actual money spent on educa·on are.
FAR less than the budgetary alloca·ons made in the last budget! What the UPA budget essen·ally does is to announce a `grand'.
increase in budgetary alloca·ons in educa·on (an increase over heavily slashed budget es!mates of last year!) and THEN over the.
year, keep revising and reducing this alloca·on as part of ongoing `austerity' drives. The FACT is clear: the government's priority.
for educa·on is actually FALLING, not increasing- only a sta·s·cal jugglery has been devised to hide the fact that the propor·on.
of the country's total income (GDP) spent on educa·on is actually falling!.
.
Moreover, the Finance Minister is telling us that measures will be taken to `reduce' the fiscal deficit of the country - and.
.
simultaneously expenditures will be increased. All this, of course, WITHOUT any plan to reduce the sops and tax waivers to the.
.
super-rich corpora·ons of the country! Clearly, this budget is yet another exercise in poli·cal gimmickry, and the real game plan.
.
is to cut expenditures on the social sector and the poor..

Over 60 per cent of first time businesses fail due to lack of planning. That’s one statistic the young entrepreneurs at Elsie Roy plan on avoiding.
Elsie Roy Elementary School will be holding a Young Entrepreneurs’ Show that will showcase specialty products and services developed by the school’s Grade 5 students. Parents, teachers, and students in other grades will be free to browse through items displayed and priced to sell. Customers can even pre-select items on a special website devoted to the event.
The show represents the final step in a special program that partnered the students with staff from Coast Capital Savings. CCS’s Yaletown branch has been sponsoring ‘Power Play Young Entrepreneurs Program’. Financial experts from the credit union have been working with the school’s Grade 5 class to teach them about business planning and how that drives marketing and sales. The program is part of an overall drive to help foster a spirit of entrepreneurship and business savvy among youth.
The show will feature a variety of products which the students developed on their own. Students will also be able to describe how they came up with their product ideas, how they plan to market them and how they determined what sort of prices they will charge.

The opposite of "leaving" is not "welcome to."
We see here the state government of North Carolina, through its standardized road signs, welcoming travelers to a county on behalf of the residents of that county — which for some rural counties is a presumptuous misrepresentation of the predominant attitude of county residents toward outsiders. Therefore, as county boundary signs are replaced due to damage or theft, I recommend revising "Welcome to" to "Entering."

The figure of 434,000 relates to a February 2006 analysis of the New Orleans Metropolitan Statistical Area (NOMAS) which is comprised of 7 parishes (or small counties). Of these 430,000 homes, the report deemed 270,000 as uninhabitable. As of August 2006 64,150 FEMA trailers were in use throughout Lousiana which does not indicate a rapid recovery but rather a slow return of displaced residents. In addition, 18,000 apartment units were damaged by flooding in this metropolitan statistical area.
New Orleans is a city and also a county referred to as Orleans Parish. Within Orleans Parish 80% of homes were damaged or destroyed by flooding . The pre-Katrina population of Orleans parish was 484,674. (Oakland, CA has a population of 415,492). As of March 2007 the Orleans Parish popluation is 255,000.
So this home is in Orleans Parish, specifically the impoverished Upper Ninth Ward (wards are city voting districts) . Water levels here rapidly rose 5-10 feet. In the lower Ninth Ward (meaning further downriver) water levels rapidly rose 10-15 feet knocking buildings and cars around. Water stood at slightly lower levels for about 4 week. My friend's parents live in the highest (income and topographic) 20% area of unflooded Orleans Parish -- now known as the "Sliver by the River".
In St. Bernard Parish, just east of Orleans Parish and comprised of several small middle-class towns, 10-15 feet of flood water severely damaged or destroyed 100% of the homes. The pre-Katrina population of St. Bernard Parish was 67,229. (Mountain View CA has a population of 70,708.) As of October 2006 the population was 25,489.
Imagine all the folks of Oakland and Mountain View evacuating and just over half being back after 18 months....
Also keep in mind these figures do not include data on the area's schools, businesses, office buildings, churches, hospitals, parks, museums, etc. etc. which were widely affected. I read in the local news that school enrollment in Orleans Parish is expected to jump sharply this fall but school districts have only spent 10-25% of their FEMA funds and will be scrambling to get ready. In St. Bernard Parish, which was 100% wiped out, a proactive local school leadership went to and beyond FEMA managing an outpouring of private and non-profit support to rebuild, feed and educate 3000 students this school year (6000 students remain displaced.)
As you can see and hear, the need for help is still great. Habitat for Humanity along with a few other non-profit groups are well organized and helping to get people of Orleans and St. Bernard Parish back into houses.
