I'm not a geologist but I'm pretty sure this is a volcanic plug. This occurs when lava rises up a vent and stays there, hardening as it cools. Many times, depending on the lava, it is harder than the surrounding vent material. So, over time -- a lot of time, the material erodes away and the plug is left behind. (Southern Oregon Cascades trip DSC_8236.jpg)
Someone pulled the plug for the Grand Union Canal at Braunston, and one narrowboat seems well and truly stuck, although this particular boat seems to be constantly moored here. The water was drained from these sectuions to allow repair work to the locks, and some new gates fitted.

I have recently become a little obsessed with trying to get a specific photo of this piece of stormwater drain on the beach in Napier. This is not the shot I have in my head (I will keep trying to get that one), but I quite like this one anyway.
