When the city installed the man hole cover they fashioned the concrete into a fairly good normal distribution. Then the pavement warped. It's as if God is sending a message to traffic engineers. From minus 2 sigma to plus 2 sigma about 96 percent of the road cyclists have to slow down due to sand gravel sticks uneven pavement and leaves that hide broken glass. From minus 4 sigma to minus 2 sigma about 2 percent of the roads there is a drop off from the pavement to the curb caused by the 1 to 4 lawyers of pavement added after the curb was installed. The from minus 4 sigma down are the most dangerous. These roads look safe but have hidden hazards. A good example would be a nail driven into the road by the people who installed the traffic counter then left behind.
