When running in the localhost dev environment, you can sign up for an account without setting up a mail service. Just look for the link to complete your registration in the console window where you started the server.
Just copy/paste the link into the browser. The "=" is just a line break so remove that from the url when you paste it if you get a "file not found" error.

My desktop at work, namely my default page. It's a custom page that I built to reflect my localhost root. Custom icons, and background. The list shows all of the directories and files available on the server, as well as the type of file it is. It is driven by PHP. xHTML, and CSS.
..And yes, it's a Windows comp. Sadly.
