It's a lighteffect by refraction on the rotating barrel of the swinglens.

This is inside the active lighthouse in St. Augustine, Florida. The current lighthouse stands at the north end of Anastasia Island and was built in 1874; it is the most recent of a number of towers built in the area.

FM4 radio host and DJ Kristian Davidek is auctioning off his beloved disco-ball helmet for the "Licht ins Dunkel" Charity season 2012. He asked me to take the promotional pictures and I was happy to support this noble act.

I thought this was a very cool photo. I used the lasso toll with a fairly strong feather and selected the lights to the right. I pasted this to a new layer and used the distort function to add more perspective and length to the streaks, then I did some motion blurring to the portion. I duplicated this a couple times and applied some soft and hard light applications with different opacities.

 

I also used the lasso tool to select the models face. I softened and brightened this on several layers and used the hue/saturation to try and get the heavy red cast out. I also used the lasso to brighten and contrast her eyes some. I thought they were very pretty.
