Child learning to ride a bike with helmet on pavement

Hill has finally learned how to ride a bike. After 4 years of frustration where we bought Hill a bike smaller than his size (so he would feel safe) and everyone tried to teach him using the traditional methods (training wheels, running behind the bike), Hill's bike riding training was turned over to his mother. His mother put him on a bike correctly fitted to his size and then told him how to ride. Hill then learned to ride a bike in a week.

She wobbled down the sidewalk and back up the sidewalk all afternoon.

I'm trying to practice the technique where you blur the background while keeping the focus on the rider. 1/60 is obviously too fast, or Hill is riding too slow.
