Gert-Jan Oskam, a Dutch citizen, lost his ability to walk after a 2011 cycling accident in China that injured his spine. As of this week, a paralyzed Oskam is able to perform daily tasks like climbing stairs and walking around objects with much greater ease.
Paralysis is understood to be caused by an injury to the spinal cord which interrupts the signals the brain sends to the region of the spinal cord that produces movement. This communication link was restored with a “digital bridge” to allow someone with chronic tetraplegia to stand and walk naturally.
This “digital bridge”, or brain-spine interface (BSI), establishes a direct link between the brain signals to move a limb by recording the signals and then stimulating the region of the spinal cord responsible for that movement. These recorders and stimulators are implanted into the patient, making up the BSI. This interface proved so helpful in neurorehabilitation that Oskam regained his ability to walk with crutches even with the BSI turned off.
Presidente do TCE sugere aos municípios implantar medidas de gestão de riscos
Ao receber os participantes do curso sobre licitações e contratos realizado em Paranaguá, nesta quinta-feira (29 de agosto), o presidente do Tribunal de Contas do Estado do Paraná, conselheiro Nestor Batista, fez três sugestões aos prefeitos presentes: implantar mecanismos de gestão de riscos, buscar economia nas licitações para a compra de medicamentos e tomar cuidado com organizações sociais mal-intencionadas.
Segundo ele, a adoção de um sistema de gestão de risco - prática que está sendo implantada pelo TCE-PR e um dos temas do evento - aumenta a eficiência da administração pública e promove a divisão de responsabilidades entre os gestores e os servidores. Em relação às licitações para adquirir medicamentos, Nestor Baptista defendeu que as prefeituras poderiam obter descontos progressivos por comprar em grande quantidade, a exemplo dos concedidos pelas farmácias aos cidadãos que utilizam remédios de uso contínuo.
Na palestra de abertura do evento, o presidente do TCE-PR alertou os participantes em relação aos convênios com organizações da sociedade civil de interesse público (Oscips). "Já encontramos Oscips cobrando 32% de taxa de administração pelo trabalho prestado", afirmou. Levantamento do Tribunal apontou que, de 2006 a 2011, mais de R$ 1 bilhão de recursos públicos foram repassados para Oscips no Paraná, com taxa de administração média de 22%.
Licitações e contratos
Realizado pela Escola de Gestão Pública do TCE-PR, com apoio da Associação dos Municípios do Litoral do Paraná (Amlipa), o curso reuniu aproximadamente 500 pessoas em Paranaguá, no Teatro Municipal Rachel Costa. Durante todo o dia, servidores do Tribunal abordaram pontos polêmicos em licitações e contratos com base em acórdãos emitidos pela corte. Foram destacados certames destinados à aquisição de medicamentos e pneus, além de contratações nas áreas de iluminação e publicidade. Um dos palestrantes foi o coordenador-geral de Fiscalização do TCE-PR, Rafael Ayres.
O prefeito de Paranaguá, Marcelo Roque, informou que a administração do principal município do Litoral paranaense atualmente possui comissão de licitação em todas as secretarias. "É importante ter conhecimento da legalidade e ter equipe qualificada, para que o prefeito não estrague seu CPF", afirmou, numa referência à possível responsabilização pessoal dos gestores por irregularidades administrativas.
Roberto Justus, prefeito de Guaratuba e presidente da Amlipa, agradeceu ao TCE-PR por levar os cursos de capacitação às diferentes regiões do estado. "Iniciativas como essas são muito proveitosas e produtivas, porque trazem eficiência e segurança jurídica aos municípios", declarou Justus. "Às vezes anunciamos obras ou serviços, mas os prazos acabam prorrogados e os editais têm que ser cancelados por falhas questionadas pelo Ministério Público ou o próprio Tribunal de Contas. Isso é ruim de explicar para o cidadão e pode causar responsabilização aos prefeitos."
Também presente ao evento, o procurador da República em Paranaguá, Adriano Barros Fernandes, afirmou que a capacitação traz mais conhecimento e esclarecimento em relação ao gasto público, especialmente a municípios de pequeno porte. "Os tribunais de contas são parceiros de entidades como o Ministério Público Federal", considerou. (DCS)
