Even though the course materials may seem similar at times, the key differences lie in the end goals of the connecting participants. Information presented over the internet can be accessed by instructors and students in different geographical locations via their smart phones, tablets, laptops or desktops.
The mobile device market is fast-paced and ever-changing. Companies, like Sony Ericsson, face the challenge of keeping their sales force informed of new features, technologies, promotions, and products. To this end, elearning is an ideal tool. StudioE9’s web-based elearning modules served to optimize the performance of Sony Ericsson’s staff and as a quick in-store reference. The module design included animations, step by step feature overviews, sales scenarios, and certification questions. Performance and the success of specific training methodology may be tracked from a web-base learning management system. Reliance on the materials as a reference, encouraged staff to retain and deepen their knowledge of technologies and products over time.

This is Figure 3 from Saarinen and Vesalainen (1994). I'll be using it in presentations and blog posts to argue that the Learning Management System (LMS) approach to e-learning is wrong.
In summary, an LMS is a package acquisition. However, I argue that e-learning within universities is not routine. It is and is likely to continue for quite some time, to be speculative.
The diagram suggests that using an LMS to solve a speculative requirement is a high risk strategy.
