Blended learning certainly *could* happen here. Note the digital projector which, if Internet access is available, the instructor can use to display content from the online portion of the course (e.g., assignment instructions, an exemplary discussion posting, one of the readings from a web source, etc.). Also note the student computers which students can use, if Internet connected, to interact with the components being displayed by the instructor.
Whether blended learning *does* happen here depends upon the design of the course and the actions of the instructor and students.
