This is the graph of cache hit/miss statistics for a memcached instance acting as a page cache for a Drupal installation. The top graph is the normalized hit/miss percentage over time. The bottom graph breaks the cache hit/miss percentage down to each 5 minute interval represented in the graph. As you can tell, the page cache performance could stand to see some improvement...

This is the same page now with drupal_static and full database storage object caching. cis_connector has it's own database caching table in which it hashes together the information request string against CIS. This allows for improved data security in the database but also makes the cache identifiers something that can be recalled / matched that is essentially random (per site this would ever be installed on). The result is that the first load of this page it will hit CIS and give you a result similar to the drupal_static method. Then once it's cached these calls the next page load (for anyone in that section presumably) will be at this page processing. This allows for distributed location of different portions of the instructional content that can be synced up globally without need to replicate content everywhere.
