I was going to make a joke about the dedication and hard times with the Poor, but a.) I couldn't think of anything witty and b.) on returning home I did some research and found that the obelisk was created as a 'make-work' scheme for the poor. The winter of 1741 was known as 'The Hard Frost'.
It is believed that this structure was once encircled by a wall and entered by a massive gateway, however the 'witches tit' (or to be more polite about it 'Witches Hat' is the only part remaining.

OUR DAILY CHALLENGE: dedication
An Air Force pilot who put his jet into Madison's Lake Monona rather than risking a crash in a heavily populated neighborhood was honored Saturday (May 9, 2009).
Stull's widow, Alice, attended the dedication as part of her first visit to Madison since the accident.
A bronze plaque honoring Air Force Lt. Gerald Stull was dedicated at Hudson Park. Stull died May 5, 1958, after he flew into the lake and ejected at the last moment.
Observers say Stull could have tried to land a few miles away at Truax Field, but if the plane didn't make it, it could have hit a school, church, homes or several factories.

The Queen and The Duke of Edinburgh this morning attended a Service of Dedication on Horse Guards Parade, London SW1, for the Iraq and Afghanistan Memorial and, following a Royal Salute, were received by Her Majesty's Lord-Lieutenant of Greater London (Mr. Kenneth Olisa), the Chief of the Defence Staff (Air Chief Marshal Sir Stuart Peach) and Air Vice Marshal Garry Tunnicliffe (Defence Services Secretary). The Prince of Wales and The Duchess of Cornwall, The Duke and Duchess of Cambridge, Prince Henry of Wales, The Duke of York, The Earl and Countess of Wessex, The Princess Royal, and The Duke and Duchess of Gloucester, accompanied by Earl of Ulster, were present. After the Service The Queen and The Duke of Edinburgh drove to Richmond Terrace and were received by the Marshal of the Royal Air Force the Lord Stirrup KG (Chairman of Trustees, Iraq and Afghanistan Memorial Project). Her Majesty and His Royal Highness subsequently walked to Victoria Embankment Gardens and met Memorial Trustees and some of those who served in Iraq and Afghanistan between 1990 and 2015. The Bishop of Lambeth and Bishop to the Armed Forces afterwards dedicated the Memorial and The Queen, accompanied by The Duke of Edinburgh, unveiled the Iraq and Afghanistan Memorial. Other Members of the Royal Family subsequently attended a Reception on Horse Guards Parade.
