The building houses Kölner Kostümwerkstatt (Cologne Costume Workshop), a costume design/production/rental business. Note the costume decoration above the doorway. According to its website, its costumes are used in operas, musicals, television, advertisements, etc. It specializes in historic men's clothing.
This building is located in an area of Neustadt-Nord (New City North) where there is a concentration of historic buildings, which is somewhat unusual for Cologne, a city that was heavily bombed during the war. The building is a listed monument of Cologne, number 4439. According to the official monuments website, Cologne has about 9,000 listed monuments.
