American internationalism was born at sea. America has long been a maritime power and, since the end of World War II, the U.S. Navy has been the world’s dominant power on the high seas. American firms led the innovations of containerization that now dominate global trade, and U.S. institutions are the world leaders in the oceanographic sciences. Dominance of the high seas is a vital part of American grand strategy, and the stakes here are high: Most world trade moves by sea, as does about two-thirds of the world’s supply of oil and gas, and more than 90% of all data, via undersea cables. And oceanographic sciences form a vital plank in our understanding of climate change.

 

In each of these domains, the United States works closely with naval, industry, and science partners, especially in Europe and Asia. And for the past several decades, this has included China — now the largest shipbuilding nation in the world — a country whose ports dominate global trade flows and who is an increasingly important source of oceanographic sciences. But the context is rapidly changing — from the Black Sea to the Baltic and Barents Seas to the Western Pacific. New pressures on globalization and new sources of geopolitical tension pose potential challenges to sea-based cooperation and commerce alike.

 

On June 7, Brookings hosted a public event featuring the 32nd Chief of Naval Operations Admiral Michael Gilday, President of CMA CGM America and American President Lines Peter Levesque, and Director of the Scripps Institution of Oceanography Margaret Leinen for a discussion about what is at stake at sea, and where America’s maritime interests lie today.

The BNSF Railway headquartered in Fort Worth, Texas, is one of the four remaining transcontinental railroads and one of the largest railroad networks in North America (only one competitor, the Union Pacific Railroad, is larger in size). With globalization, the transcontinental railroads are a key component in the containerization of the Pacific Rim with the BNSF Railway moving more intermodal traffic than any other rail system in the world. It was formed December 31, 1996 as the Burlington Northern and Santa Fe Railway when the Atchison, Topeka and Santa Fe Railway was merged into the Burlington Northern Railroad.

Here I am looking south down the East River. I am looking straight through the Port of Red Hook. The bridge going across the photo in the background is the Verazzano Narrows Bridge. Red Hook was once a bustling port for containerized shipping and receiving as evidenced by the gantry cranes you see in the photos. Port Elizabeth in New Jersey is directly across on the right a few miles away. Both ports have been obsoleted by shipping technology. When fuel is the modus of operandi in accomplishing your work then for the sake of achieving scales of economy the goal is to get more done using less fuel. Thus you have the advent of the super container ships. These ships can carry as many as 14000 shipping containers. (That is 14,000 trucks worth of containers) These ships are very efficient in terms of tons of freight per gallon of fuel, but their hulls are so deep they cannot enter the New York harbor anymore. Only small ships can enter, but that traffic is dropping as the ships age and reach the end of their usable life and get retired and sold for scrap. Only a multibillion-dollar dredging project can solve the harbor depth problem, but there is too much opposition from environmentalists as to the effect on the marine wild life in the harbor such a dredging operation would cause. So the future of the harbor as a major port of entry for freight into the US is up in the air right now.
