This appears to be a case layout for hand composition of Burmese. Frequently used characters (and precomposed sorts) are in the middle of the lower case where they can be reached quickly. This kind of artefact may have been helpful in establishing character sets when Linotype worked on their Burmese series and keyboard layouts in the 1960s.

The pluck and pull foam in aluminum case came from Orion Instruments for about $45. I guess it was made to hold a telescope head or binoculars. It isn't waterproof and the latches are a little weak but if you double-check that they are closed, it works fine.
