It looks like a C&NW yard job is pulling a grain train out of the elevator near Summit. I think the elevator was at one time served by the CGW so please correct me if I a wrong. One other possibility is this train may have been loaded at the Cargill elevator near NFM on the FEVR tracks in midtown.

C&O 604059 is a PS 2700 cuft covered hopper built in 1968 and given class HC-25. This car was in the first group of 200 cars built in 1968 with 100 cars each going to the C&O and B&O respectively. In 1971, another 200 cars were built to the same class resulting in 400 total HC-25s roaming around the Chessie System. This car was pictured in September 1981, with no location or photographer listed.
