This is called a safety base and is used in place of a regular base during grade school and high school baseball and softball games. It is only used in place of 1st base. The idea is that runners head for the orange part of the base while fielders use the white side of the base to make an out. It is supposed to cut down on the number of collisions between runner and fielder.
This one hasn't been cared for very well...usually, these are much, much brighter.
