This was Ira’s first ILGA annual conference. She contributed an article to the next ILGA bulletin on her experience:
“What are the results of the Vienna conference – a personal view
Vienna conference wasn’t only the one with most participants ever but also the conference with the highest number of lesbians to participate ever. But still ILGA is a typical male organisation. Why? There is not only subtle exclusion of lesbians (see the rejected recommendation to finance the participation of one ILIS member from an ALAA country as a very clear example of that), there is also an exclusion of disabled people (the guidelines adopted 7 – 8 years ago can only be seen as nice words with no practical meaning plus only one man participated in the Ableism-Workshop which means that women are again thrown back on their traditional role as a mother for the whole world especially in times of the AIDS-crisis when gay men should care more about disabilities). Further, Black People/people of colour are still excluded, especially Black Lesbians by neither encouraging them to participate nor seeing their needs. This, all plus workshops held as a one man show or blackmailing used as a means of discussion, not trying to find a common goal to be reached with common means but to overreach others (especially in the EC workshops) shows that ILGA is not only typical male organisation by seeing white middle class warfaring gay men as the movement, but also a western-Eurocentric one in the ways described above. The banner carried by ILGA of an international (which means multicultural which includes multilingual) organisation still seems to be a shield, a defensive weapon against all those not considered “normal” in the way described above. Ironically western-Euro centrism sometimes even tries to hide behind anti-US Americanism.
These surely are hard words. I think I should point out that they were not written to make everyone angry, but to think about how this could be changed.

This leads me to what I consider the most important result of the Vienna conference: the issue of Lesbian visibility. In a very good concentrated and hard-working workshop, we set up our recommendations and had to fight a lot of male ignorance (“I would love to publish information on Lesbian issues but there is none” was only the tip of the iceberg) until finally after twice rewriting our recommendation and some strange arguing it was accepted with long applause. I’m not sure if the applause was dedicated to what the recommendation said or to the fact that finally we finished that point and could start on the next one. I strongly hope that these recommendations will not just be another piece of paper but that all ILGA members see their obligation and act upon it.
Recommendations:
1.All ILGA members are obliged to send information, so that we strive forward to having each and every ILGA bulletin 50% full of information on lesbian issues. This includes articles on both lesbian and gay issues. All ILGA members are committed to include articles written from both the lesbian and gay points of view.
2.All materials used by ILGA should portray images of lesbians which reflect the diversity of our community.
3.Press coverage should be encouraged and sought by the organisers of the next conference in Stockholm and workshops should be held concerning the handling of the (un)sympathetic press.”

from the Tylertown Times in February of 2006. The Corps of Engineers was able to successfully give away all of the mulch created by Hurricane Katrina in the three counties of Pike, Lincoln and Walthall. other counties were burning it and putting it in landfills and paying to do this.
