Highland Council is to submit a detailed planning application tomorrow for the new Torvean Golf Course, as part of its project plans for enhanced sports facilities in the city, made possible with the building of the Inverness West Link.
The planning application in principle for the Torvean Golf Course, Sports Hub & Parkland Application was granted on the 14th April 2014.
The project delivery is conditional on the Council obtaining the statutory consents to build the Inverness West Link road and funding being approved by The Council at its meeting in March 2015.
The construction of the West Link requires a reconfiguration of the Golf Course and an estimated investment of £1.3 million is the minimum required to relocate the golf holes to enable the building of the road.
Additional enhancements to the golf course have been developed as part of the proposals, in a greater ambition for the City of Inverness, thus enabling further economic development in the area.
The proposals include:
Locating the new 18 hole golf course in one contained area of land
A Practice area that allows for the Club to expand it to SGU Development Standard status
A new Clubhouse, which will accommodate a Junior Room;
New Maintenance buildings
An access road to service the Clubhouse and Maintenance building.
As highlighted in the approved Torvean and Ness-side Development Brief, this relocation of the golf course will also release residual existing golf course land to the East of General Booth Road to enable the development of a sports hub. Land to the South of the A82 will be freed up for informal public open space and a mixed use development adjacent to the canal at this important gateway to Inverness and discussions are ongoing with Scottish Canals to consider opportunities and bring these forward.
The expanded golf project is estimated to cost an additional £7.41 million (December 14) and could see a start of works in 2016.
The Council has been working on the proposals involving a range of partners and officers were invited by the Scottish Golf Union to attend a meeting at Torvean Golf Club on 20 January 2015 to present the proposals for the new golf course and associated infrastructure.
Hamish Spence, President of Torvean Golf Club said: "Torvean Golf Club have, for the past two years, been working closely with the Council on this project. We are delighted that it is now taking a major step towards fruition. As well as the obvious benefits to our members, the new clubhouse and course will be a major improvement to the existing sporting facilities available to the local community and will provide a massive boost to tourism in the city of Inverness and the wider Highland area.”
Councillor Thomas Prag, Chair of the Development and Infrastructure Committee welcomed the news of the proposals reaching planning application stage. He said: “I am delighted with the progress we are making across a number of fronts associated with the Inverness West Link and the associated sports and leisure projects. The plans are ambitious and will deliver substantial long term assets to the city.”
Leader of The Highland Council, Councillor Drew Hendry added: “The delivery of the West Link is a key commitment in the Council’s Programme and will greatly improve our infrastructure, linking communities, reducing congestion in the city and supporting economic development.”
The planning process for the enhanced sports facilities will include a public display of the Canal Parks Rugby Club proposals at the Inverness Aquadome on Tuesday 27th January 2015 from 10am until 8pm.

A surreal illusion of a London taxi painted across the glass wall of the UK Visa Application Centre in Istanbul — deceptively clean, polished, and inviting. But beneath the surface, the illusion fractures. The central door, once promising passage, is firmly shut; the peeling “Contact” sticker undermines the façade’s integrity, quietly revealing its artifice. The viewer is led along marked footsteps into a space that offers no exit — an apt metaphor for a bureaucratic loop cloaked in institutional gloss. The composition uses forced perspective and black-and-white tonality to emphasise detachment, while the symbolic elements reflect personal disillusionment: the promise of movement blocked by arbitrary rules, the glossy veneer concealing systemic indifference.

Hastings Funicular Railways
East Hill Lift
The East Hill today is the start of the Hastings Country Park, stretching some 5 miles along the coast to Fairlight, encompassing over 600 acres of glorious unspoilt countryside, with open cliffs, wooded glens and the Fire Hills so called due to the fiery coloured gorse that sweeps across the top.
An application for a lift on East Hill was put before Hastings Borough Council by the original Hastings Lift Company whilst construction of the West Hill Lift was in progress. When it went into liquidation the Council resolved to undertake the scheme itself and commenced excavation at East Hill. The East Hill Lift was finished in the spring of 1902, the total cost being £6,000.
The upper station was designed to look like a castle having brick facing with local blue stone dressings. In each of the two castellated towers was an iron tank containing about 1,200 gallons of water, connected to stand pipes on either side of the track for illing tanks beneath the cars.
The lover station in Rock-a-Nore Road looked like a picturesque cottage and was built over 23ft deep chamber containing the huge cross-over pulley round which the railrope passed from one track to the other. The cutting between stations at its deepest is over 120ft and carried the 22ft-wide track at an incline of 1 in 1.28 for 265ft.
In 1973 the council discovered that it needed to be brought up to current safety standards and the antiquated water balance mechanism was replaced with an electric motor. The lift was closed and after some delay the work was completed with new cars on new chassis at a cost of £35,000 and the lift finally reopened in September 1976.
Resent Improvements
Since 2003 Hastings Borough Council has made a significant investment into both lifts as part of a modernisation programme. This has included items such as the overhaul of the gearbox and replacement of track and sleepers at the West Hill Lift between 2003 - 2005 and the repair of the concreate track, replacement of the carriages and overhaul of chassis at the East Hill Lift in 2009.
Both lifts have also benefitted from new electronic control and safety systems including overspeed sensors and secondary braking devises. The total cost of these improvements has exceeded £1m but have helped to ensure that the lifts remain in safe operation, carrying in excess of 200,000 passengers each year.

ROCK-A-NORE ROAD 1. 5204 (North Side) East Hill Lift TQ 8209 NE 8/484 II 2. 1903. The housing at top for machinery built of random stone with parapets and coping, and at rear (north) bartizans on corners. The front (south side 2 squat square towers flanking wide moulded arch, glazed in, in front of which are the tracks. The lifts are on a steep incline. At the bottom a small brick building with corrugated asbestos roof; gable with tile-hanging and small Venetian window, below is a central doorway and flanking windows with stone hood over on brackets. Application essays for the Woman Advocacy Project's pilot class of Ambassadors Against Child Marriage.
Roughly a third of girls in Zimbabwe marry before their eighteenth birthday. This practice has several key drivers: serious gaps in girls’ understanding of sexual and reproductive health, harmful social norms which tie a girls’ perceived “purity” to her families’ honor, and the belief among both girls and communities that child marriage is an acceptable and viable path out of poverty.
WAP is launching the Ambassadors Against Child Marriage program, an innovative new approach which targets the root causes of child marriage through sustained community-based education and mentorship.
In the coming months, WAP will recruit and train five talented young women to work as Ambassadors. As part of their Ambassadorship, these girls will mentor other young women in their communities, educate them about the long-term harms associated with child marriage and talk with them about how child marriage often exacerbates poverty rather than relieving it. Ambassadors will create safe opportunities for girls to ask questions about reproductive health and provide one-on-one counseling to equip their peers with the knowledge necessary to make responsible, safe, and informed decisions about their bodies and health.

Researchers at Indoneia’s National Nuclear Energy Agency (BATAN) use irradiation to induce genetic alteration in crops and then select plants with new and useful traits. Many of the varieties of soybeans, rice and other crops bred through this method are now in commercial use across the country.
