stranglehold over Indian democratic institutions, including parliament, political parties and the media, while the Wikileaks revelations exposed how the UPA Government and Congress leaders, as well as the Opposition BJP, vie with each other to appease US imperialist interests. .
The money and public resources lost in just 2 scams (2G and Coal-scam), by CAG's account, are more than UPA's total spending on education for the past 9 years! The beleaguered UPA, bogged by scams and scandals, was forced to concede to a popular demand for a Lokpal legislation. However, the UPAs Lokpal Bill was nothing but a mockery of peoples aspirations for an effective anti-corruption law. Moreover, the issue of corruption cannot be handled simply by instituting an anti-corruption legislation however strong it might be. The roots of corruption lie in the neo-liberal economic policies of privatization which encourage a regime of corporate loot of resources. Therefore, the issue of corruption and corporate loot are intrinsically linked to each other: a connection that all ruling class parties, which are busy supporting the neo-liberal regime, are desperate to hide. .
Across the country, peoples movements are also challenging land acquisition and state-sponsored corporate land grab militantly resisting state repression to defend their lives and livelihoods. The movement against the POSCO project in Jagatsinghpur (Orissa) and against the proposed nuclear power projects in Koodankulam, Jaitapur, Fatehabad are just some examples of such incredibly brave struggles. From Assam and other parts of the north-east, from the mineral-rich areas in Orissa and Jharkhand to the Konkan coast, from Fatehabad, Gurgaon and Noida in the north to Koodankulam in the south, people are refusing to give up their lands. And as peasants, tribals and poor protest against corporate takeover of their land, workers are also demanding their rights and protesting against corporate greed. The recent protracted movement in Manesar in Gurgaon, where permanent and contract labour showed incredible unity against the corrupt Maruti management and the Haryana government, is a case in point. .
The UPAI had passed the SEZ Act in 2005, with the help of the CPI-CPI(M), and this is its major assault on Indian agriculture. The UPA-II, in a desperate attempt to prop up its pro-people mask which effectively been torn off by peoples anger and mass movements, is also trying to bring in legislations that appear to address the burning questions of the day. The UPAs proposed Land Acquisition, Rehabilitation and Resettlement Bill (LARR) is one such legislation: introduced as a replacement to the draconian Land Acquisition Act of colonial vintage, the LARR will merely legalise and intensify the ongoing corporate land-grab campaign in the country. .
The disastrous consequences of UPA's neo-liberal economic policies is taking its toll on every section of the toiling masses of this country reflected in vanishing of dignified secure employment, rampant contractualisation, drastic fall in wage share and steady rise in farmer suicides. The unprecedented inflation of recent times, particularly food inflation, is a direct consequence of agrarian crisis and manipulation of market by corporates and speculators which has made life unsustainable for more than half the population of this country. .
And as farmer suicides continue due to disastrous economic policies, as prices skyrocket, as unemployment, poverty and economic insecurity increase, the Planning Commissions decides that anyone who earns more than Rs 22/day in rural areas and Rs 28/day in urban is not poor and therefore does not have access to the governments ever-shrinking social security and welfare schemes! Moreover, the UPA continues its assaults on the poor of this country: it is hell-bent on pushing through FDI in the retail sector and thus snatch away livelihoods of millions of small shop owners and vendors. UPA's 'Food Security Bill' is another exercise in exclusionary targeting based on dubious poverty estimates, steady dismantling of PDS and eventual transition to 'cash transfers'. .
Just as natural resources are handed over on a platter to corporate looters, laws are being framed for the corporate takeover of the education sector as well. On the one hand, universities are facing massive fund cuts and non-fulfilment of faculty positions. On the other hand, MHRD is pushing for a set of laws like the Educational Tribunal Bill and the Foreign Universities Bill, that will promote rampant commercialisation, do away with social justice, and provide immunity to private players from the existing laws of the land. .
Students, workers and farmers of Telangana have intensified their ongoing struggle for separate statehood, and in defence of their dignity and livelihood, even in the face of repeated betrayals by the UPA. The movement for a separate Gorkhaland has also intensified which was one of the many reasons for CPI(M)s defeat in the West Bengal polls in 2011. In Kashmir, the ongoing struggle for right to self-determination, and against the regime of rapes, tortures, disappearances, arrests and fake encounters (which characterise routine life) continues. The movement against the Armed Forces Special Powers Act (AFSPA) and state repression has intensified. In the north-east too, Irom Sharmilas indefinite hunger strike and the movement against AFSPA continues, including in the CPI(M)-ruled Tripura. .
And, recently, in the wake of continuing violence in Kokrajhar in the name of 'Bangladeshi immigrants', we saw a tragic exodus of North-East people from various cities in India. Thousands and thousands of students, workers, young men and women hurrying back to their homes in sheer fear of their lives and safety. They were mobbed, assaulted, looted, prevented from seeking help and finally actually thrown out of moving trains. The exodus reflects the deep-seated insecurity that comes from facing racial profiling and prejudices that permeate the 'mainstream' even in normal times, reflected in numerous instances of sexual violence against women from North-East, shocking murder of Richard Loitam or the suicide of Dana Sangma. .
