An early season stroll on a rare sunny morning, following yet another night of heavy rain. The gardens was muddy in places, and areas of lawn were roped off to allow the grass to recover from the relentless waterlogging.

 

But the birds were singing their hearts out. Flowering cherries and Malus were bursting with bloom. Staphylea trees ... some tulips ... Euphorbias ... Primulas ... spring Cyclamen ... Leucojum. It won't be long before the ancient Cercis blooms ... it's covered in buds. And I will be interested to see how their Eremurus experiment does (still under fleece wraps) ... Eremurus can be tricky at the best of times.

 

Buddleja crispa, the Himalayan butterfly bush, is a deciduous shrub native to Afghanistan, Bhutan, North India, Nepal, Pakistan and China (Gansu, Sichuan, Tibetan Autonomous Region), where it grows on dry river beds, slopes with boulders, exposed cliffs, and in thickets, at elevations of 1400–4300 metres. The tall claims made by HUDA regarding widening of Badshahpur drain in Gurgaon before the monsoon to ensure smooth drainage of rainwater fell flat on Tuesday when the city received 128mm of rain.

 

Waterlogged roads, chaos and confusion prevailed everywhere with office-goers stranded for hours in traffic jams. Pedestrians had to wade through knee-length water at certain places.

 

Many underpasses and subways built across the city were rendered unusable as they were inundated with water. “It usually takes me 40 minutes to reach my office in Cyber City from Sohna Road, but today it took me 2 hours 40 minutes. One day of rain, and the entire city turns into a mess,” said Amit Gupta, an IT executive and a resident.

 

To ensure minimum waterlogging, HUDA had made temporary arrangements at Khandsa in June this year. HUDA had installed additional pipelines in a 600-metre portion of the Badshahpur drain at Khandsa village after it failed to remove structures encroaching the space. It was to build a concrete drain there.

 

The drain’s width in the 600-metre portion is 10 metres and the plan was to widen it by an additional 10 metres on each side.

 

The authority had identified 72 fully built and occupied houses on both sides of the drain, but could remove only 33 of them on one side by June.

 

So, with the monsoon’s arrival, it installed two pipelines and put six motors at sump well near the National Highway to pump out rainwater in case the sump overflows.

 

HUDA administrator Chander Shekhar Khare said, “We had no time to construct a concrete drain in the village as the monsoon arrived. Hence, we had to make do with temporary arrangements.”

The service road at the Bajghera railway crossing, a nightmare for Block C Palam Vihar residents, will become motorable by September end, according to Public Works Department (PWD). The service lane is currently unusable because of deep digging work being carried out for the construction of flyover to streamline traffic movement between Gurgaon and Delhi.

 

The PWD in 2017 had started deep digging work on both sides of the flyover to shift a sewer line. The work of laying the pipeline is over, but the residents can’t use the service lane as it is still 2.5 feet lower than the surface.

 

To make matters worse, there's overflowing sewage and waterlogging at the site. Nine high-voltage electric poles fell into the trench after heavy rains on July 13.

 

Residents also fear that the place has become a breeding ground for mosquitoes and an outbreak of dengue and malaria is on the cards.

 

“The service road is full of sewage, rain water and sludge. It can become a big health hazard in the days to come,” said a resident whose house is badly affected by the sewage overflow.

 

However, PWD officials say the sludge is being regularly cleaned out and if things go as planned the road will become motorable in a month. “We are trying our best to make the service roads motorable in next one-and-a-half months. We understand the inconvenience caused to residents whose houses are located along the stretch. We are cleaning the sludge and making walkways for the residents at regular intervals,” assured Narender Yadav, a PWD executive engineer. He further added that the deadline for completing the flyover is December 2018.

 

To this, GMDA superintending engineer Lalit Arora added, “The GMDA has fixed the sewer overflow problem and directed the PWD to clean the sewer line and remove sludge. We will get the progress inspected.”

Delhi Public Works Department Minister Atishi directed officials on Sunday to expedite the process of water drainage and road cleaning from sections of Ring Road to ensure a smooth traffic flow.

 

Atishi visited the flood-affected spots at Chandgiram Akhada, Monastery Market, Nigambodh Ghat, Hanuman Mandir, Shantivan, Rajghat, ITO and Sachivalaya Road on Ring Road.

 

During her inspection, she observed that several areas from Chandgiram Akhada to ISBT-Kashmere Gate were facing waterlogging issues and there was also mud on the roads due to the flood caused by heavy rain over the last few days.

 

Atishi directed the officials present to expedite the process of water drainage and road cleaning from the section of the Ring Road to ensure a smooth traffic flow and provide relief to the people of Delhi.

 

She also directed them to work round the clock to remove the flood water from Ring Road as the road is very important for central Delhi and serves as a crucial route for lakhs of vehicles daily. She emphasised that the water-drainage and road-cleaning work should be carried out on a war footing to enable quick resumption of traffic in the area.

 

Atishi found water accumulated behind Nigambodh Ghat and Red Fort. To address this, she directed for the deployment of more pumps to expedite the water-drainage process, according to an official statement.

 

There was floodwater at Rajghat, Shantivan and on the stretch of Vikas Marg in front of ITO.
