While I was going through the website where the ADRs were found, I found roughly five 2002 era results from Morgan Hill or San Jose. This one stated that the location was San Jose.
The funny thing about it, is that the cart tipper below the hopper, is unusable (unless you want to rip your cart in half), but it appears functional. The extended hopper portion was most likely removed when not needed, leaving the cart tipper usable and functional.
Spotted this relic on route in Golden Valley, MN last week. Probably on this route since early 90’s
Bill uploaded this picture of a burgundy Heil POD transporter, and I believe it is the same, if not a similar unit to this truck.

Possibly an old truck from LABOS. These mini-front loaders had an MSL type packer. I think this one features California license plates, but I've since forgotten where specifically these were being sold
