On a footpath are two heavy metal access hatch covers. One of the covers is broken into three pieces. One half, split along a diagonal line from top right to bottom left, is flat and in place. A second piece, about a third of the total hatch, has pivoted down around its sharp ends, hanging there and exposing the hatch which it should cover. The remaining fifth is also hanging down into the hatch. Anyone who stepped or wheeled on the broken hatch cover could injure themselves badly.
