Before this sighting I did not know that this Montenegrin code even existed. No wonder: Apparently it was issued only a few weeks/months ago. Before that Tutzi (as well as Golubovci) was listed as a subcode on the plates of Podgorica (PG TZ123 or PG GA or GB 123). I saw only 2 x TZ during my vacation. Since I didn't see a single one with GA, I can't say if there is a separate code for Golubovci.
